MINUTES OF THE BOARD OF DIRECTORS’ MEETING
August 19, 2001
(Subject to approval and correction at the Board of Directors’ Meeting on September 16, 2001)

CALL TO ORDER: by President Bob Bowman at 9:30 a.m.
PRESENT: Ola Bergsholm, Bob Bowman, Laura Mork, Barbara Myers, Darlene Stoffer, Operations Manager John Graham and Business Manager Jackie Granger.
EXCUSED: Lucy Bain and Treasurer LuWilla Croy. 
VOTING STATUS: All board members present are in good standing.

MINUTES OF PREVIOUS MEETING:

(2001/8/1) M. Darlene Stoffer   2nd Barbara Myers “approve the minutes of the last meeting.” Passed (refers to minutes of July 15, 2001)
MEMBERS & GUESTS:
Dennis Barry-thank board, read letter regarding property compliance committee to review Division 2, lot 34 for compliance with bylaws and Whatcom County Code; Frankie Small – observing, Denise Ranney - new member who would like to know more about the community and is interested in becoming active in the quarry committee, Jan Bonaparte - thanks for last night’s social and disappointed there has been no action regarding the quarry by this Board, Norma Bohl - noise from quarry, use of Robert’s Rules during AGM and previous objection by President to Robert’s Rules, executive meeting referenced in last meeting but not specific as is necessary in bylaws, travel trailers in LISECC regulations and their permitted use; encourages use of clubhouse by non-members; investigate charging for expenses and maintenance of Clubhouse for non-members use; Ross Moore - observing; Larry Hagan - observing; Mark Meck - observing as committee member.

Bob Bowman stated that in the past he has been a skeptic regarding Robert’s Rules but prior to and specifically at the last Annual Meeting it was apparent that some rules needed to be followed.

COMMUNICATIONS:
Sue McCaslin – L.I. Ferry Transportation Committee – regarding using LISECC Clubhouse parking lot for park and ride during ferry dry dock – Monday to Saturday, Sept 10 through 29th. Go ahead was granted as four out of six directors responded with positive comments – no negative comments were received.
Denise Ranney – Thinks LISECC web site is terrific.
Kathy McGinnis-Thomas – requesting relief from administrative, late and lien charges for 2000 and 2001 due to her husband’s incapacity. A check for dues for 2000 and 2001 was enclosed with the letter. The unpaid balance is $280.00.
Jamil Brownson – Requesting payment schedule for his overdue account in the amount of 10% per month. 

COMMITTEE REPORTS:
PLANNING/WATER:
Laura Mork stated that the dam project is progressing and the dam inspector was out. John Graham stated that the drain and gravel has been completed and LISECC has received the permit to move forward in covering up the drain. Gerald LaVasser was participating in the digging and placement of drain material and told John that this was the most important aspect of the project to him. In September the project will continue placing the compaction material. Laura Mork asked if the State Engineer was happy with the project. John stated that the Mr. LaVasser took pictures and will send a copy to us and is quite content with the way the project went. Ola Bergsholm asked about the impact on the pump back system. John stated that a clay plug was left between the pumpback system and the drain at the toe of the dam, the lead out drain to the lake is higher than the pumpback system so this new configuration would leave the pumpback system working as it has been. Bob Bowman asked if there was an amount for total costs on this project. John Graham stated they are being compiled as the project is going along but this is the first time we have calculated wages so it is difficult to estimate at this time. Discussion followed. 

(2001/8/2) M. Laura Mork   2nd Darlene Stoffer  “send a thank you letter for the donated material to the quarry.” Passed. 
John Graham and Kevin Southworth will be taking training sessions Tuesday, Wednesday and Thursday (August 21-23, 2001). During that time Dave Wertz will be taking care of the water system.

Bob Bowman stated that there have been some comments received regarding LISECC drinking water. Laura Mork stated that it has been difficult to find out what the taste problem is. Mark Meck stated that he and his wife have noticed it, the taste is organic; Denise Ranney stated that she tastes something more now than in winter; Jan Bonaparte stated that it tastes like chlorine. Laura Mork stated that a couple of things can be done, the first is testing the water although this is complicated due to trying to decide what to test for. Second is to look at the actual treatment itself and find out if there is anything that can be done. John Graham stated that when the temperature rises the lake turns over and during that time treatment must be focused on that; John believes that this is a separate issue and the current temperature of the water is 21 degrees, which is prime for growth. Darlene Stoffer asked if this question could be brought up during the training sessions. John Graham stated that is an excellent resource. Discussion followed. Laura Mork and Ola Bergsholm will get together and develop a strategy for this situation. A notice will be placed in the newsletter regarding this issue to find out how widespread the concern is.

The reservoir is going down now and LISECC is using far more water than is usual for the number of people in residence. It seems that there are individuals watering all night long. This might be a good time to curb water usage. Darlene Stoffer suggested a notice might be placed on the notice board at island and beach. Discussion followed. A notice will be placed on the notice board for water conservation.

John Graham submitted a written report as follows:
Water: Total gallons used for the month of July were 1,163,900 gallons. Average daily usage was 37,550 gallons per day.  We had several leaks in the month of July and still have one left we are looking for in August. 

Reservoir:  The reservoir is at  -3’ 9” from overflow.  We are currently running the pumpback at 40 gallons per minute. The pumpback has been shut off several days but the reservoir immediately begins to drop. The pumpback has been started earlier than usual this year due to the dry conditions. The pumpback was started on Feb. 7, 2001, and the boards were replaced in the swim lake at the same time. The swim lake is currently full.
Three new chemical metering pumps are now installed at the treatment plant. We have had one for several months but its function was changed and recalibrated for the polymer system. All three pumps are operating as expected. We will be ordering replacement parts in the next several months as backups. 

Testing:  Water samples have been submitted to Avocet and results have been returned as satisfactory.

Water Leaks:  We located a water leak on Island Drive. It is in a 2” steel main. When we were digging we found 3 other patches, and numerous spots where the steel pipe is pitted to the point that we can expect further leaks to develop in the near future. I will be discussing this section of main with Laura Mork and we will be presenting a construction plan for the year 2002. Further the main is still leaking and our “best guess” is that it is out in the middle of the road. It sounds bad but replacement is possible at a reasonable cost.

OPERATIONS:

John and I continue to meet on a regular basis to discuss work accomplished....work in progress....plan future projects. I've been to the Treatment Plant to see the newly installed "Chemical Metering Pumps". John proudly and patiently explained their function to me....We truly have a water treatment facility to be proud of! 
Bob and I met with John and Kevin this past week to see what work had been done on the dam abutment. We can now say that our staff has done and continues to do an outstanding job on that project. That is one "major undertaking" and you all should go up there and see for yourselves! Any questions you might have could then be answered by John....on the spot! 
Last but not least....we have been trying for years to get our Members to "Tour the Water Treatment Plant".... to get a better understanding of how we take the Reservoir water and turn it into clean, safe drinking water.... Consequently, John has agreed to be "on site" each and every Saturday at 10 am until September 15th.....Excluding August 18th...that's Salmon Barbecue Day ..... he'll be too busy getting everything ready for the "Feast".

Maintenance: Mowing of the clubhouse area and lake area was started in the month of March and will continue ongoing for the summer.
We have continued to clean the private roads by hand, also the reservoir side of the dam has been cleaned by hand.
Additional lighting has been installed at the docks. We reconfigured the circuit in July as we were drawing more electricity than we wanted from the existing yard light. 
Signs for the nature trail were purchased and installed in July.

Miscellaneous: Our rock for the first phase of the abutment project has been delivered. We have prepped the dam face and are installing the drain. We will be immediately moving into the compaction phase once I have had DOE look at the drain portion. I have called DOE, notifying them of our schedule and sent a letter to Wilson Engineering with a copy to DOE. 
There was an outboard motor stolen form a residence at Beach and Bay at 7:30 in the evening of July 24th.
The backhoe has been welded and is now “operable”. We still have a problem with the piston and Tom Christensen is looking for an inexpensive replacement in California while he is visiting. The welding cost $150.00. Our first conclusion after the arm broke was that there would be no way with our existing equipment that we could repair the damage.

Darlene Stoffer stated that we now have state of the art chemical metering pumps. A look at the dam abutment project was also very informative. As suggested in the reports tours of the LISECC Water Treatment Plant will be held on Saturday mornings at 10 am from now until September 15. Barbara Myers stated that it would begin at 10 a.m. sharp - take part.

Darlene Stoffer asked regarding the pistons on the backhoe. John Graham responded that Tom Christensen purchased and brought back two pistons and a spare tire for the backhoe; reimbursement to Tom will be $225. One of the pistons will be replaced and the other will be kept as a spare. The arms have been repaired satisfactorily for the time being and it is working well.
