MINUTES OF THE BOARD OF DIRECTORS’ MEETING August 19, 2001 CALL
TO ORDER: by President Bob Bowman at 9:30
a.m. MINUTES OF PREVIOUS MEETING: (2001/8/1) M. Darlene Stoffer 2nd Barbara Myers “approve the minutes of the last meeting.” Passed (refers to minutes of July 15, 2001)MEMBERS & GUESTS: Dennis Barry-thank board, read letter regarding property compliance committee to review Division 2, lot 34 for compliance with bylaws and Whatcom County Code; Frankie Small – observing, Denise Ranney - new member who would like to know more about the community and is interested in becoming active in the quarry committee, Jan Bonaparte - thanks for last night’s social and disappointed there has been no action regarding the quarry by this Board, Norma Bohl - noise from quarry, use of Robert’s Rules during AGM and previous objection by President to Robert’s Rules, executive meeting referenced in last meeting but not specific as is necessary in bylaws, travel trailers in LISECC regulations and their permitted use; Bob Bowman stated that in the past he has been a skeptic regarding Robert’s Rules but prior to and specifically at the last Annual Meeting it was apparent that some rules needed to be followed. COMMITTEE REPORTS:
(2001/8/2) M. Laura Mork 2nd Darlene Stoffer “send a thank you letter for the donated material to the quarry.” Passed.John Graham and Kevin Southworth will be taking training sessions Tuesday, Wednesday and Thursday (August 21-23, 2001). During that time Dave Wertz will be taking care of the water system. Bob Bowman stated that there have been some comments received regarding LISECC drinking water. Laura Mork stated that it has been difficult to find out what the taste problem is. Mark Meck stated that he and his wife have noticed it, the taste is organic; Denise Ranney stated that she tastes something more now than in winter; Jan Bonaparte stated that it tastes like chlorine. Laura Mork stated that a couple of things can be done, the first is testing the water although this is complicated due to trying to decide what to test for. Second is to look at the actual treatment itself and find out if there is anything that can be done. John Graham stated that when the temperature rises the lake turns over and during that time treatment must be focused on that; John believes that this is a separate issue and the current temperature of the water is 21 degrees, which is prime for growth. Darlene Stoffer asked if this question could be brought up during the training sessions. John Graham stated that is an excellent resource. Discussion followed. Laura Mork and Ola Bergsholm will get together and develop a strategy for this situation. A notice will be placed in the newsletter regarding this issue to find out how widespread the concern is. The reservoir is going down now and LISECC is using far more water than is usual for the number of people in residence. It seems that there are individuals watering all night long. This might be a good time to curb water usage. Darlene Stoffer suggested a notice might be placed on the notice board at island and beach. Discussion followed. A notice will be placed on the notice board for water conservation. John
Graham submitted a written report as follows:
Reservoir:
The reservoir is at -3’ 9” from overflow. We are currently
running the pumpback at 40 gallons per minute. The pumpback has been
shut off several days but the reservoir immediately begins to drop.
The pumpback has been started earlier than usual this year due to the
dry conditions. The pumpback was started on Feb. 7, 2001, and the boards
were replaced in the swim lake at the same time. The swim lake is currently
full. Testing: Water samples have been submitted to Avocet and results have been returned as satisfactory. Water Leaks: We located a water leak on Island Drive. It is in a 2” steel main. When we were digging we found 3 other patches, and numerous spots where the steel pipe is pitted to the point that we can expect further leaks to develop in the near future. I will be discussing this section of main with Laura Mork and we will be presenting a construction plan for the year 2002. Further the main is still leaking and our “best guess” is that it is out in the middle of the road. It sounds bad but replacement is possible at a reasonable cost. OPERATIONS:

Graham submitted a written report. Miscellaneous:
Our rock for the first phase of the abutment
project has been delivered. We have prepped the dam face and are installing
the drain. We will be immediately moving into the compaction phase once
I have had DOE look at the drain portion. I have called DOE, notifying
them of our schedule and sent a letter to Wilson Engineering with a
copy to DOE. Darlene Stoffer stated that we now have state of the art chemical metering pumps. A look at the dam abutment project was also very informative. As suggested in the reports tours of the LISECC Water Treatment Plant will be held on Saturday mornings at 10 am from now until September 15. Barbara Myers stated that it would begin at 10 a.m. sharp - take part. Darlene Stoffer asked regarding the pistons on the backhoe. John Graham responded that Tom Christensen purchased and brought back two pistons and a spare tire for the backhoe; reimbursement to Tom will be $225. One of the pistons will be replaced and the other will be kept as a spare. The arms have been repaired satisfactorily for the time being and it is working well.
