MINUTES OF THE BOARD OF DIRECTORS’ MEETING
August 18, 2002
(Subject to approval and correction at the Board of Directors’ Meeting on September 15, 2002)

CALL TO ORDER: by President Bob Bowman at 9:30 a.m.
PRESENT: Lucy Bain, Bob Bowman, Ricardo Camarillo, Barbara Myers, Darlene Stoffer, Treasurer LuWilla Croy, Operations Manager John Graham and General Manager Jackie Granger.
EXCUSED: Laura Mork 
VOTING STATUS: All board members present are in good standing.

MINUTES OF PREVIOUS MEETING:

(2002/8/1) M. Darlene Stoffer 2nd Barbara Myers “approve the minutes of the last meeting.” Passed. Referring to July 21, 2002 Board of Directors’ Meeting.
MEMBERS & GUESTS:
Don Adema- observing, Marge Warner - marine report as follows.
Marge Warner stated that there has been much positive feedback about the marina and there may be a few new items to discuss but nothing major. It may have been the suggestion about instituting a fine that made people keep their boats off the dock. A new moorage was put in and it might be in the way of bringing boats into the ramp. Discussion followed.

COMMUNICATIONS:
Grant Bowery – regarding an occurrence prior to the July Board meeting and circumstances regarding the house fire in LISECC in the spring.
Brent Lederer – requesting handicap parking spaces at the clubhouse.
Ricardo Camarillo – requesting a handicap parking space at the clubhouse.

PLANNING:
Ricardo Camarillo stated that he is working on the list of assets to be replaced.

WATER
Bob Bowman stated that Laura Mork is not here but there was a meeting with Robin Matthews from Western Washington University. Barbara Myers stated that the meeting was a response to the membership at the Annual General Meeting who were concerned about the way that the lake and reservoir were being managed and concerns about the leech problem in the lake. Robin Mathews works for Whatcom County and the Department of Ecology. The purpose of the visit was to determine how we could maintain the swim lake and reservoir long-term and preserve the water quality. This was a free consultation and extremely interesting. Both reservoir and swim lake were deemed healthy. Robin gave us some suggestions but determined that there were not a lot of problems. Discussion followed. 
Barbara Myers stated that the water has tasted good all summer. Darlene Stoffer stated that hers has too.

(2002/8/2) M. Barbara Myers   2nd Lucy Bain  “Jackie Granger and John Graham research and if financially viable, purchase (not to exceed $600) the oxygen tester and sampler and e-coli test for the swim lake from Avocet.” Passed.
 

OPERATIONS:

John Graham submitted his written report.
WATER:  The total gallons of water used for the month of July were 921,800 gallons. Average daily usage was 29,740 gallons per day. 
I have researched purchasing an oxygen tester as suggested by the environmental consultant that visited the lake in August. Actually it’s a dissolved oxygen tester. From Hach this product is a single parameter colorimeter cost is $319.00 plus tax and shipping. I have submitted a report to Laura Mork on this instrument and recommend purchasing this product.
I have submitted an analysis of water mains to Laura Mork with the number of feet of mains. The basic information follows:
Total:   23,780 linear feet of mains
2” steel mains  6,250 linear feet
3” concrete asbestos 2,000 linear feet
4” concrete asbestos 13,430 linear feet
6” poly   2,100 linear feet
Pressure reducer stations 3
Blow off valves  32
Cutoff valves  45
I have contacted Hach and will be having the service representative come to LISE for factory calibration of our on line metering equipment. This has not been done for several years. The cost will be $500.00 for the calibration, assuming there is no need to go into the hard drive of either the CL 17 or the 1720c turbidity meter. We also have a raw turbidity meter that is so old that even the Regional Service Manager is not familiar with it.  I will be discussing possible need for replacement with the service representative when he arrives.
RESERVOIR: The reservoir is at –4’ 1” from overflow. The pump back was started May 16th.The level of the reservoir is approximately 1’ lower than in previous years.
TESTING: The August water samples have been sent to Avocet and not been returned at the writing of this report. The July samples were all satisfactory. We submitted the entire spectrum of samples for waste water analysis in June, and a complete IOC in July and received our report back with all IOC’s well within MCL’s. 
TRAINING: Kevin will be attending a training session on August 20th thru 22nd, 2002. This is a training session conducted by WETRC, and the registration cost is $275.00 which includes 2.1 ceu’s. I am also anticipating registering Kevin for a training session in January of 2003, and then he will take the state test for WTPO 2 in February 2003. 
MAINTENANCE Only regular maintenance was completed in June. Most extra time was spent mowing and weed eating. The clubhouse roof has been retarred in July. This will be sufficient for at least two years.
MISCELLANEOUS: I have been researching the possibility of installing an aeration system in the reservoir to create water movement and freshen the water supply especially in the summer months. At over flow we have approximately 14 million gallons of water in the reservoir and our annual usage of water is an average of 8 million gallons. That means that we have the possibility of stale water, and creating water movement or aeration will freshen the water. A by product of this research has been that weeds and leeches do not like water movement and/or higher oxygen contents. Eureka. This well may be the partial answer to our weed and leech problem in the swim lake. The staff of the Noxious Weed Board of Whatcom County has toured our reservoir and I will be talking to them further.  I am currently working with Aquatic Eco-systems, Inc on a system design. I have also had Dick Poole up to the reservoir and he is assisting me with design possibilities. My primary focus is the reservoir, and any system for the swim lake would be a different configuration and of course different costs would be involved. I am anticipating completing final design and price quotes this fall and with approval from the board, installation could be completed in next year’s budget.
I have received a request from Fred Dryden that the board review the status of the last 100 feet of Mt. Vista. It is a community road and when these roads were paved, the last 100 feet was not completed. Now the blacktop is tearing out on both sides of the road, especially on the inside of the curve.
Darlene Stoffer stated that in John’s report he had mentioned the noxious weed board, what was the situation? John Graham stated that there were several women who came to our lake and reservoir and stated that it looks good. This is an unprovoked visit that occurs every couple of years.
Darlene Stoffer asked about paving the last 100 feet of Mt. Vista. John Graham stated that the problem is not going to go away as we are losing our road bed. John Graham stated that Wilder Construction would have to come out to give an estimate on cost. Discussion followed. Research will be done on concrete or paving Mt. Vista, the hairpin at the clubhouse and the swim lake and will be presented to the Board prior to the next meeting.
