FINANCE:
Barbara Myers submitted her written report:
July has been a relatively slow month all activities and expenditures are within the normal budget guidelines. There has been one capital expenditure a new dishwasher purchased by Dar Stoffer as Operations Chair, for the clubhouse and at a very substantial saving. Thank-you Dar! It is installed and working so any members using it should see an improvement in the results. We have had a reduction in our power costs since Puget Sound Energy changed rates. The rates went up but are lower than the interim rates in place before the rate increase. Rather strange but a happy event.
Reports to the Financial Oversight Committee were sent on 7/7/02 for June and July because of some additions and corrections in the check numbers. All existing amounts have remained the same but the additions changed some totals. The sheets were printed in house, this time since there are fewer of them and due to the expense to LISECC of having it done elsewhere.
Jackie Granger submitted her written report
At 58% of the year complete LISE has expended only 56% of the budget.
ADMINISTRATION:
Lucy Bain stated that everything has been collated for the previous committee and is ready for presentation even though she has not been able to retrieve the notes from the committee’s first meeting. Neva Buechner and Lucy Bain will go over their notes and then print it for distribution to the Board.
Lucy Bain continued that the committee will hopefully meet this week and a report will be submitted regarding that meeting.

MARINE:
Bob Bowman stated the marine report was given at the beginning of the meeting.

NATURAL DISASTER:
Bob Bowman stated there were meetings held on the island at the beginning of August regarding conditions on the island. Most of the resources from DNR are fighting wildfires so some of the work that they were going to do has been postponed. The meetings were not well attended but those people that did go were mostly from Scenic Estates. Discussion followed.

SOCIAL:
Darlene Stoffer stated there was no report but Leslie and she wanted to thank everyone for their help and for attending the Salmon Barbecue. Darlene stated that the salmon was excellent and was appreciated. Darlene also wanted to commend Kevin for staying after the social and helping with everything, the dishes, the garbage etc. Everyone had a good time. And all of the food was excellent.
The next social is Christmas which is the first Saturday of December. All families with children under 12 years should get their names and ages to Leslie before Thanksgiving if they are going to attend the Christmas social so that gifts can be purchased for them. (Telephone Leslie Quento at (360) 758-7011.)

QUARRY:
Ricardo Camarillo stated for the second month in a row there were no comments or complaints in regard to the noise at the quarry. Bob Bowman asked if the county monitoring unit had been over in Scenic Estates. Ricardo Camarillo asked if it was required and Bob stated that Jan Bonaparte wanted it at her place. Discussion followed. Ricardo will attempt to get the equipment to Jan Bonaparte’s.
Lucy Bain asked about getting rock from the quarry. Ricardo Camarillo will inquire.

OLD BUSINESS:
Bob Bowman asked if the oversight committee were getting their reports and if there were any problems. Barbara Myers stated everyone is getting the report. Ron Bain stated that as a member of the oversight committee he has reviewed the last mailing and found that it is a tremendously detailed document and must take Barbara an extreme amount of time to put together.

Bob Bowman stated that last meeting there was a letter from Steve Adams. Jackie Granger stated that Whatcom County Health Department was contacted for information. The County is aware of the problem and is following the situation closely. Continuing contact will be maintained until the situation has been rectified.

Bob Bowman requested information regarding the financial advice from the Merrill Lynch consultant. Jackie Granger stated that information had been received from the consultant but clarification of the details is needed before presentation to the Board. Discussion followed. No new financial investment opportunities will be investigated.

Bob Bowman asked about the sign that was at the entrance of LISECC. Jackie Granger stated that there has been some discussion with the county and more discussion needs to occur. Jackie Granger will be going into the county offices prior to the next meeting.

Bob Bowman stated that there are several trailers have been brought into Scenic Estates recently. Jackie Granger stated that letters were written by LISECC to the potential owners requesting information and informing of the existing bylaws.

Bob Bowman stated the survey sent out with the Summer Newsletter has shown a problem. Jackie Granger stated that a number of surveys appear to be returned which are not original and now the integrity of the survey results cannot be ensured. Darlene Stoffer suggested that a new survey be sent out with an embossed marking to authenticate the surveys upon return. Ricardo Camarillo stated that we could print numbers on it. Discussion followed. A new survey will be sent out with the Fall Newsletter.

NEW BUSINESS:
John Graham stated Al Coghill donated the barbecue that was used for the salmon last night. It works very well. Darlene Stoffer stated that a thank you needs to go to him. Discussion followed.

Bob Bowman opened for discussion the handicap parking spot. Bob Bowman stated that because LISECC is a private organization LISECC does not have to comply with the Americans with Disabilities Act. The fear is that if a handicap stall is in place then it may require us to put in ramps and special bathroom facilities which would place extreme financial hardship on LISECC. Ricardo Camarillo stated that the exemption applies but if it is requested then the organization must comply. Discussion followed. Ricardo Camarillo will bring some information to the next meeting.

There being no further business the meeting was adjourned at 11:30 am.

Next meeting will be September 15, 2002 at 10:00 a.m.
