MINUTES OF THE BOARD OF DIRECTORS’ MEETING February 17, 2002 (Subject to approval and correction at the Board of Directors’ Meeting on March 17, 2002) CALL
TO ORDER: by President Bob Bowman at 9:30
a.m. MINUTES OF PREVIOUS MEETING: (2002/2/1) M. Barbara Myers 2nd Lucy Bain “approve the minutes as written” Passed. Referring to the minutes of the January 20, 2002 meeting.MEMBERS & GUESTS: Micaela Camarillo - new member, observing; Ricardo Camarillo – observing; Jerry McRorie - observing and Lummi Island Planning Committee report: Jerry McRorie stated that the committee is still in process and he is not confirmed on the committee as yet. The committee has been meeting for more than a year and has drafted a vision statement which is what the committee thinks the island should look like in twenty years which is a lot like it is now. Part of the committee is working on putting together a study to be done by the county. Megan Crouse - comments and questions; Chris Morton - addressed the Board in October 1999 when in the process of considering the purchase of their lots and their understanding was that if a new trailer was brought in it would be acceptable. To receive this letter of non-compliance was upsetting and a further response stated it was unfortunate that misinformation was given. What information has the Board given to the county? Barbara Myers stated that the Board has not been involved it has been the committee who have reviewed properties. The letter received was to notify you regarding the situation with the county and LISECC has an obligation to inform our members. For specific instances of non-compliance there is a process that is setup for notification and to request compliance which includes registered letters sent to owners prior to any action being taken. JoAnn Bowman - stated that she was on the non compliance committee. At the board meeting in June 2001 two members complained about specific properties. The committee was formed the following month. Anyone who was at that meeting got enlisted for the committee and Barbara Myers got the chair position because it was suggested that a board member be the chair and no one else wanted it. Don Adema – observing; Norma Bohl- observing; Ross Moore – observing; Robert Seckinger – suggested the Board publish a letter stating that the Board is not spearheading anything against the properties with trailers in Scenic Estates. Is there a list that lists all of the properties which are out of compliance. Barbara Myers stated that there was a worksheet used at the first committee meeting for reference. There were many properties that were in great shape and beautiful. Larry Myers – observing; Kevin Fansler – suggested an amendment to the bylaws to reduce the dues for property owners who have an unbuildable adjacent lot which is not in the owner’s plans to sell separately. Bob Bowman stated that a bylaw amendment could be put forward but would not be able to be voted upon until the 2003 Annual Meeting due to existing bylaw restrictions. Lucy Bain stated that a committee of members has been gathered and you are welcome to submit any suggested changes. Jackie Granger stated that Kevin could also join the committee. Discussion followed regarding the situation of travel trailers in Scenic Estates. COMMUNICATIONS:

children plan to use it often. Bob
Bowman stated Frankie Small has been speaking with the local fire department
and found out that the Department of Natural Resources (DNR) is putting
on a workshop in Mt. Vernon on March 14 and 15. There are spaces for
six LISECC members. DNR pays for the lodging and the workshop, lunch
and breakfast. Four people have agreed to go: John Graham, Frankie Small,
Barbara Myers and Larry Myers. If anyone else would like to go onto
this list to attend this workshop please let Jackie Granger know.
COMMITTEE REPORTS:
John Graham submitted a written report, as follows: WATER: Total gallons used for the month of January was 573,500 gallons. Average daily usage was 18,500 gallons per day. The highest and lowest daily usage’s are not pertinent as we had a week when we had trouble with the probes freezing in the storage tanks.Laura Mork stated a consultant reviewed the treatment plant and came up with glowing reports of the running of the plant and John Graham’s work. Laura continued that one of the recommendations was to replace the media in the media filter as it has not been done in some time. There was some indication that the anthracite and activated carbon might help with the taste issue. John Graham stated that because of the weight of the material it would have to be brought to LISECC in two shipments from Bellingham. Ola Bergsholm asked if there would be any interruption in service and how long it would take to replace. John Graham stated that there would be no interruption in service and it is anticipated the replacement will take one day but the chemical recalibration will take longer. Jackie Granger stated that John Graham managed to find the material at less than the half of what the consultant had anticipated the cost to be. John Graham stated that the spring conference for ERWOW is something that Norm Duerksen always attended; the information will be very helpful. The conference will be held March 25 to 28. Barbara Myers asked if this is included in the requirements to retain his water certificates. John Graham stated Kevin will attend a class in April and the conference meets his educational requirements. Darlene Stoffer stated that the electrical panel in the clubhouse will be replaced before the next board meeting. The problem has been getting Puget Sound Energy and the electrician on the same schedule. John Graham stated that last summer Larry Graves had an outboard motor stolen from his property. Ina Clark found the motor outside the Salvation Army last week and also found a bicycle. It is possibly two separate incidents. John stated that if someone could identify the bicycle by the brand then it was theirs. Mike Maguire described the bicycle. Discussion followed. (2002/2/2) M. Laura Mork 2nd Darlene Stoffer “Spend up to $1500 to replace the media filter bed.” Passed.OPERATIONS: John Graham submitted a written report. MAINTENANCE: The primary work being completed is the continued clearing of common properties. We have spent a lot of time assisting residents in the harsh weather, clearing downed trees, etc.
