MINUTES
OF PREVIOUS MEETING:

M. Darlene Stoffer 2nd Laura Mork “that we approve the November and December
2002 Board Meeting Minutes.” Passed.
MEMBERS
& GUESTS:
Victor
Armfield objects to the suggested $200 to view the financial accounts
of LISECC, Ron Bain - commends detailed, comprehensive minutes, Ina Clark
- impressed with web site, remember to drive speed limit especially on
community roads, did not waive audit based on state law (67% needed to
waive) only 61% voted for waiving the audit.
Barbara
Myers asked if Ina Clark meant that we should audit now. Ina Clark stated
that she thought we should follow state law.

Underwood - observing, Audrey Bowman - observing, JoAnn Bowman- observing,
Bob Warner - observing, Marge Warner - observing, Nora Dybdahl -
observing, Rob Seckinger - observing, Louise Weber - read correspondence
from Michael Wardell regarding cost of records inspection and that he did
not suggest the $200 flat fee, suggested that LISECC retain hard drives
of any disposed computers.

Croy stated that there has been an article regarding information remaining
on the hard drive once it is erased. Barbara Myers stated that the recovery
process can be complicated and expensive. Discussion followed. See motion

Bowman suggested that Jackie Granger take this course, with registration
fee, time and lunch it should amount to less than $300.

COMMITTEE REPORTS:
PLANNING:
No
report at this time.
WATER
Laura
Mork asked about the status of the reservoir. John Graham stated that we
are minus 7'10", when we get six inches of rain then the reservoir starts
to fill. After discussion with Darlene Stoffer it was decided that the
pump back system should be turned on. There is currently 7 million gallons
of water in the reservoir. Laura Mork recommends that the pump back be
started at John’s earliest convenience. There are records that go back
to 1994 which can be viewed. Discussion followed.
Laura
Mork asked about the leaks that have not been able to be found. John Graham
stated that Operations has been chasing leaks down around Cedar and Beach
(they are combined at less than 5 gallons per minute.) It is a difficult
search - one was found yesterday.
Rob
Seckinger asked why he was not informed when his water was turned off.
Laura Mork asked if the routine order of business was to inform residents
prior to turning water off. John Graham said that the effort is made to
do so. Discussion followed.
OPERATIONS:
Darlene
Stoffer stated that she toured LISECC with John Graham. The main concern
is the level of the reservoir. Nothing much else is going on. Darlene Stoffer
stated that there have been new logs placed around the parking lot at the
Clubhouse.
John
Graham submitted his written report as follows:
WATER:
The Total gallons of water used for the month of December was 777,300 gallons.
Average daily usage was 25,070, gallons per day.
We
continue to have a small leak in the mains. This has gone on for approximately
six weeks. There are several reasons why we haven’t found the leak , but
the primary reason is that we believe that it is at the end of the system,
which makes it very difficult to determine flow.
RESERVOIR:
The reservoir is at –7’ 10” from overflow. If the level does not begin
to rise soon the pump back will be turned on Feb 1st. This is the time
of year we watch the rain gauge closely. We need 6” of rain before we start
to see the reservoir rise. We have continued to clean around the reservoir
this winter with the level down. This has primarily involved removal of
dead brush and trees from the water and surrounding area.
TESTING:
The December water samples have been sent to Avocet and not been returned
at the writing of this report. The November samples were all satisfactory.
TRAINING:
None scheduled until Feb.
MAINTENANCE:
Only routine maintenance has been completed in the month of December. The
backhoe brakes have been replaced. I once again want to thank Tom Christensen
for his assistance and advice.
MISCELLANEOUS:
We had several very interesting tides at the end of the month. This is
because they were accompanied by a good strong south east wind. The tide
which normally would have been the highest of the year at 10 feet, when
accompanied by a 40 mile per hour wind caused a 2 foot on shore flow The
result was that we lost several boats, and several more were destroyed.
This happened last year, and I took pictures of both storms. We will need
to remind residents with boats that they need to be removed in the fall.
