MINUTES OF THE BOARD OF DIRECTORS’ MEETING
July 15, 2001
(Subject to approval and correction at the Board of Directors’ Meeting on August 19, 2001)

CALL TO ORDER: by Vice-President Darlene Stofferat 9:30 a.m.
PRESENT: Lucy Bain, Laura Mork, Barbara Myers and Darlene Stoffer, Operations Manager John Graham and Business Manager Jackie Granger.
EXCUSED: Ola Bergsholm, Bob Bowman and Treasurer LuWilla Croy. 
VOTING STATUS: All board members present are in good standing.

MINUTES OF PREVIOUS MEETING:

(2001/7/1) M. Laura Mork   2nd “that the minutes be accepted” Passed.
The following changes were noted.
Motion 2000/5/1 should be numbered 2001/6/1
Motion 2001/6/2 change the words “instructed” to “authorized” and “published” to “written”
Motion 2001/6/4 Add “Passed.” after the motion.

MEMBERS & GUESTS:
Ross Moore - observing, Clay Wray - observing, JoAnn Bowman - observing, Jan Bonaparte - observing, Don Adema - observing, Kent Nielsen - observing, Larry Hagan - observing, Norma Bohl - regarding the staff authorized to uphold the bylaws and that sanctions be applied as instructed by the Board and the staff should be aware that they don’t have the authority to administer “any punitive action” according to rule 5.6.1.4., Jerry McRorie – thinks it’s unfortunate that the Board decided to not record any of the meetings, Mark Meck - observing.

COMMUNICATIONS:
Louise Weber: stating that private roads are easements granted by property owners and the Board has no right to suggest taking over permanent care of them.
Department of Ecology – approval of Extreme Hardship Small Business Wastewater Discharge Annual Permit Fee Reduction – reduces permit for wastewater from $1,800 per year to $100.
 

COMMITTEE REPORTS:
PLANNING/WATER:
Laura Mork stated that we are continuing work on the dam project and getting dates and costs. There was a breakdown of the chlorine-metering pump. Darlene stated that a telephone poll was conducted. Laura Mork stated that the pump was 30 years old and had reached the end of its useful life.
John Graham submitted a written report as follows:
Water: Total gallons used for the month of June was 888,800 gallons. Average daily usage in the month of June was 29,620 gallons per day.  We had a leak develop on June 16th and it was not repaired until July, so with the combined leak and heavy usage in the last weekend of the month the daily average was a bit higher than usual. 

Reservoir:  The reservoir  is at  -1’ 11” from overflow.  We are currently running the pumpback at 50 gallons per minute. The swim lake is currently full.
We received the analysis of the inspection which was held on May 23rd and 24th. A full copy of the report has been submitted to Laura Mork and the cover letter is enclosed (in the Board meeting information) for the rest of the board. The full report is 53 pages. We will be submitting a report to the board next month as to the changes that have been suggested.
We began to have dosage problems with the chlorine in mid June. After extensive maintenance and recalibration I determined by the last week of June that the problem was the chlorine metering pump We are manually adding chlorine to the system to maintain our residuals. I have a supplier ready to send us a new pump that is compatible with our system and the other new pump installed last year. I discussed this problem with the Operations Chair and it was suggested that this be approved by the entire board. This is a critical area of our water treatment system and these maintenance problems will continue to arise and need to be met in a more immediate manner. 

Testing:  Water samples have been submitted to Avocet and results have been returned as satisfactory.
 

(2001/7/2) Telephone poll conducted on or about July 9, 2001 by Darlene Stoffer stating: “purchase a new chlorine metering pump estimated price $350 – to replace the 30-year old pump that wore out.” 5 yeas. Passed.

(2001/7/3) M.  Laura Mork     2nd Barbara Myers  “accept the telephone poll into the minutes of the July 15 meeting.” Passed.

OPERATIONS:
John Graham submitted a written report.
Maintenance: Mowing of the clubhouse area and lake area was started in the month of March and will continue ongoing for the summer..
We have continued to clean the private roads by hand, also the reservoir side of the dam has been cleaned by hand. 
Additional lighting has been installed at the docks.
Signs for the nature trail have been purchased and will be installed in July.

Miscellaneous: We had one noise complaint in June. It was regarding a chain saw and radio. It was in the middle of the day and in the middle of the week.
I again personally talked with Bear at the quarry and we are ready to have the first portion of rock delivered in mid July. The lowest quote for hauling has been $5.00 a yard. We are currently seeking other quotes. We will dig the trench on or about July 25th. We are still waiting on our county permit.
Jackie Granger handled all the business portion of exchanging the pager for a new cell phone. Darlene says I sound a bit tinny when I talk to her on the cell phone. but it is working extremely well so far with a few limitations. 
The wiring for moving the disaster siren has been installed. We are waiting for Fred from the fire department to come up and open the fire hall side to complete the installation. (By the way, Fred is a licensed electrician and we might get a bit of extra help.)
 

John Graham stated that the metering pump is on line. John Graham stated that the pump which was purchased is manufactured by Wallace and Tiernan and the distributor has changed; because of this we were able to get a better pump for a lower price. Laura Mork asked if this were a closeout price on the pumps because the distributor is no longer selling them. John Graham stated that was the case. The signs for the unimproved trail have been made and will be posted in the next day or two. There are two bids on delivery of the rock from the quarry. One from Dale Granger at $65 an hour and estimated completion will be one day at approximately 45 minutes per load and Dave Wertz at $5 per yard, this is a smaller truck and older. The permit for the abutment project has been applied for but we are waiting for the process. 

Barbara Myers stated that the lights down at the marina/dock have been installed since the last meeting. Darlene Stoffer thanked Larry Hagan, who was present, for his efforts to install these lights. John Graham stated that we are fortunate to have the people we do in Scenic Estates: Larry Hagan and Ross Moore included.

John Graham stated that a report was submitted to LISECC from Sam Perry who was a consultant for the Department of Health and a report will be distributed once John and Laura meet to discuss the suggestions.

Darlene Stoffer stated that a breakdown of costs on the dam project is needed. Laura stated that could be put together for the next meeting.

Jackie Granger stated that the cell phone was purchased as reported in John’s report. The telephone was $100 with a $50 rebate; the best service was as reported last month at $39.99 for 2000 weekend, 400 daytime and 600 anytime minutes with a $50 service rebate. This is a one-year contract and the business office will review usage to forecast minutes needed in the future.
