MINUTES OF THE BOARD OF DIRECTORS’ MEETING
July 21, 2002
(Subject to approval and correction at the Board of Directors’ Meeting on August 18, 2002)

CALL TO ORDER: by President Bob Bowman at 9:30 a.m.
PRESENT:Lucy Bain, Bob Bowman, Ricardo Camarillo, Laura Mork, Barbara Myers, Darlene Stoffer, Treasurer LuWilla Croy, Operations Manager John Graham and General Manager Jackie Granger.
VOTING STATUS: All board members present are in good standing.

MINUTES OF PREVIOUS MEETING:

(2002/7/1) M. Darlene Stoffer  2nd Lucy Bain “approve the minutes of the last meeting.” Passed. Referring to June 16, 2002 Board of Directors Meeting.
MEMBERS & GUESTS:
Kevin Wolfe - observing, Grant Bowery - regarding water meters being put on existing water services. Jackie Granger explained that meters are not being placed on existing nor new services but the meter box is being set when new water services are being connected and when any line replacements are being done.
Don Adema - observing, Ron Bain - observing, JoAnn Bowman - observing, Mark Mech - regarding sign at entrance of Scenic Estates possibly being removed by the County and possible confusion regarding sign.
Darlene Stoffer stated that the sign was removed at night so it definitely was not Whatcom County. Bob Bowman stated that the sign was placed so that any one considering buying property in Scenic Estates would contact Whatcom County regarding placing recreational vehicles on lots in our community.

COMMUNICATIONS:
Andrea Ford - requesting use of stereo system during event in September. Bob Bowman stated that members’ social functions are being reviewed. See motion 2002/7/2.
Warren Jamison - wondering why the Clubhouse was locked at lunchtime on July 6. Darlene stated that the clubhouse was decorated on that day for the social function that evening and the building is locked after it is decorated. This is due to losses occurring on previous occasions.
Peter Morgan questioning what is being done about the leeches. Mr. Morgan has swum many times in the lake and has not been bothered by leeches and finds it embarrassing for his guests to see the sign posted at the Cabana. (See discussion during Water.)
Clayton Wray regarding the new marine policies posted at the Clubhouse. A response was sent to him referring him to committee chair Marge Warner. A copy of Mr. Wray’s email was sent to Marge Warner.
Steve Adams - individual is renting property within Scenic Estates and the properties septic system has failed. Individual has concern with the management company is not remedying the situation and is going to be renting the property to someone else without fixing the problem.
Lee McCollum - report fireworks being let off next door to his home and asking Board to take action. It will be suggested to Mr. McCollum that he contact the Sheriff’s office.

(2002/7/2) M. Lucy Bain   2nd Darlene Stoffer  “thank Mark Mech for volunteering to move stereo system so that it might be available for use at member’s functions and granting permission to do so.” Passed.

COMMITTEE REPORTS:
PLANNING:
Ricardo Camarillo stated that he has been out of town on business and has not been available to plan a meeting.

WATER
Laura Mork stated that water usage is still higher than the allotment per person should be. This could limit future growth of water availability services within Scenic Estates. There are no leaks at this time. Ricardo asked if the leaks have been checked out to determine that they are not occurring. Laura Mork stated that the meter has been reviewed very early in the morning and the water consumption is not showing at that time which it would if the consumption were caused by a leak.

Laura Mork stated that Barbara Myers’s has done some research about leeches and lakes. Barbara Myers stated that she contacted Huxley College about lakes and how they work, planning to keep our lake environment, sedimentation, algae, temperature, and appropriate stewardship for the long-term. A meeting has been set up for Tuesday July 23 at 2:30 pm. Laura thanked Barbara Myers for setting up the meeting. Laura Mork will be able to attend the meeting. Lucy Bain asked what can be done about the leeches. Laura Mork stated that will be reviewed during the meeting on Tuesday. Laura Mork stated that as to Peter Morgan’s concern about the sign; People swimming need to know about this problem. Discussion followed. 

OPERATIONS:
Darlene Stoffer stated that a new dishwasher has been installed. John installed it and it was an excellent buy.

Darlene Stoffer asked how we determine the fire danger. John Graham stated that the Fire Chief, Duncan McLane determines the setting for the sign, he brings a moisture meter into Scenic Estates to make this determination. This is true of the Burn Ban sign as well. Discussion followed. 

Barbara Myers stated that the Department of Natural Resources is holding a seminar on August 5 and 7 about Fire Wising our property. This is a great opportunity to find out how each of us can protect our property and our neighbors. 

John Graham submitted a written report:
 

WATER:  The Total gallons of water used for the month of June was 740,300 gallons. Average daily usage was 24,700 gallons per day. This is a significant increase over previous months when I factor in the leaks. Our documentation of leaks and usage goes back to 1987.  The increased consumption clearly is tied to the warm sunny weather in the middle of the month. On June 23rd our total usage in one 24 hour period was 36.600 gallons vs the usage on June 1st when it was cold and raining and our usage for the 24 hour period was 17,700 gallons.
RESERVOIR: The reservoir is at –3’ from overflow. The pump back was started May 16th.
TESTING: The July water samples have been sent to Avocet and not been returned at the writing of this report. The June samples were all satisfactory. We submitted the entire spectrum of samples for waste water analysis in June, and a complete IOC in July.
TRAINING: Kevin attended a free training session on July 1st.
MAINTENANCE: Only regular maintenance was completed in June. Most extra time was spent mowing and weed eating.


Bob Bowman introduced Richard Frye from the Lummi Island Planning Committee. 

Richard Frye stated that one and a half years ago a group of Islanders began meeting to discuss a sub-area plan in the county’s comprehensive plan. This encompasses a whole range of elements that include community, natural environment and rural character. A planning survey was formulated to find out if the vision statement decided upon by the committee was supported by the community at large. The point of the survey is to get a topographical opinion map of the island. The possibility of the best picture requires the greatest amount of participation. He encourages everyone to return the survey.

Bob Bowman stated that our representative to this committee is Jerry McRorie who we were hoping could be here but was unable to attend. Bruce Livingstone has a specific concern regarding the zoning of Scenic Estates. Richard Frye stated the consensus at the meeting was that this was an important issue for Scenic Estates.

Barbara Myers asked about property owners not being registered voters. Richard Frye stated that the registered voters and property owners were all sent a survey and response form. Official forms are necessary so if you think you should have received a survey call Elizabeth Olson at Whatcom County Planning Department.

Lummi Island Planning Committee Meetings are held the first Monday of each month at the Fire Hall on Legoe Bay Road at 7 pm.
