MINUTES OF THE BOARD OF DIRECTORS’ MEETING July 21, 2002 CALL
TO ORDER: by President Bob Bowman at 9:30
a.m.
MINUTES OF PREVIOUS MEETING: (2002/7/1) M. Darlene Stoffer 2nd Lucy Bain “approve the minutes of the last meeting.” Passed. Referring to June 16, 2002 Board of Directors Meeting.MEMBERS & GUESTS: Kevin Wolfe - observing, Grant Bowery - regarding water meters being put on existing water services. Jackie Granger explained that meters are not being placed on existing nor new services but the meter box is being set when new water services are being connected and when any line replacements are being done. Don Adema - observing, Ron Bain - observing, JoAnn Bowman - observing, Mark Mech - regarding sign at entrance of Scenic Estates possibly being removed by the County and possible confusion regarding sign. Darlene Stoffer stated that the sign was removed at night so it definitely was not Whatcom County. Bob Bowman stated that the sign was placed so that any one considering buying property in Scenic Estates would contact Whatcom County regarding placing recreational vehicles on lots in our community. COMMUNICATIONS:
(2002/7/2) M. Lucy Bain 2nd Darlene Stoffer “thank Mark Mech for volunteering to move stereo system so that it might be available for use at member’s functions and granting permission to do so.” Passed. COMMITTEE REPORTS:
WATER
Laura Mork stated that Barbara Myers’s has done some research about leeches and lakes. Barbara Myers stated that she contacted Huxley College about lakes and how they work, planning to keep our lake environment, sedimentation, algae, temperature, and appropriate stewardship for the long-term. A meeting has been set up for Tuesday July 23 at 2:30 pm. Laura thanked Barbara Myers for setting up the meeting. Laura Mork will be able to attend the meeting. Lucy Bain asked what can be done about the leeches. Laura Mork stated that will be reviewed during the meeting on Tuesday. Laura Mork stated that as to Peter Morgan’s concern about the sign; People swimming need to know about this problem. Discussion followed. OPERATIONS:
Darlene Stoffer asked how we determine the fire danger. John Graham stated that the Fire Chief, Duncan McLane determines the setting for the sign, he brings a moisture meter into Scenic Estates to make this determination. This is true of the Burn Ban sign as well. Discussion followed. Barbara Myers stated that the Department of Natural Resources is holding a seminar on August 5 and 7 about Fire Wising our property. This is a great opportunity to find out how each of us can protect our property and our neighbors. John
Graham submitted a written report:
WATER: The Total gallons of water used for the month of June was 740,300 gallons. Average daily usage was 24,700 gallons per day. This is a significant increase over previous months when I factor in the leaks. Our documentation of leaks and usage goes back to 1987. The increased consumption clearly is tied to the warm sunny weather in the middle of the month. On June 23rd our total usage in one 24 hour period was 36.600 gallons vs the usage on June 1st when it was cold and raining and our usage for the 24 hour period was 17,700 gallons.
Richard Frye stated that one and a half years ago a group of Islanders began meeting to discuss a sub-area plan in the county’s comprehensive plan. This encompasses a whole range of elements that include community, natural environment and rural character. A planning survey was formulated to find out if the vision statement decided upon by the committee was supported by the community at large. The point of the survey is to get a topographical opinion map of the island. The possibility of the best picture requires the greatest amount of participation. He encourages everyone to return the survey. Bob Bowman stated that our representative to this committee is Jerry McRorie who we were hoping could be here but was unable to attend. Bruce Livingstone has a specific concern regarding the zoning of Scenic Estates. Richard Frye stated the consensus at the meeting was that this was an important issue for Scenic Estates. Barbara Myers asked about property owners not being registered voters. Richard Frye stated that the registered voters and property owners were all sent a survey and response form. Official forms are necessary so if you think you should have received a survey call Elizabeth Olson at Whatcom County Planning Department. Discussion followed.
