BOARD OF DIRECTORS’ MEETING
June 16, 2002

CALL

MINUTES
OF PREVIOUS MEETING:

M. Darlene Stoffer 2nd Barbara Myers “approve the minutes of the
last meeting.” Passed. Refering to May 19, 2002 Board of Directors Meeting.
Bob
Bowman stated that today the Marine Committee Report will precede the other
committee reports as Marge Warner, committee chair has other commitments
and would like to leave before the meeting is finished.
MEMBERS

Report.
COMMITTEE REPORTS:
MARINE
Marge
Warner stated that the committee was made up of Al Coghill, Allan McFadden,
Ed Ruthven, John Graham and herself. Marge read the committee report as
follows:
Rules
relative to launching, dock usage, and trailer storage are in effect from
June 15 through Labor Day.
These
will be posted on the dock bulletin board in large print.
All
Scenic Estates boat owners are required to have LISE DECALS on the front
of their boat in order to use the LISE facilities.
Boats
left on the dock are done so at the owners’ own risk.
No
boats can be left on the dock longer than 3 days and must be in active
use. At the end of three days boats must be removed for 24 hours.
On
July 1/Canada Day weekend and the Labor Day weekend, LISE boat owners are
asked to restrict dock usage to 24 hours (1 day)
Red
zone usage is restricted to 30 minutes. No boat shall be left unattended
in the Red Zone. Red Zone is shortened to 1/2 of the outside of the main
dock.
Each
LISE owner is restricted to one boat per family at any given time.
Use
of docks by boats over 25 feet long is for loading and unloading only.
LISE
boat owners are to use designated boat trailer parking area.
Weekends
are especially busy times on the dock. During weekends dock moorage is
only for boats in active daily use. LISE owners should store boats on buoys
or trailers.
If
you leave the island for 24 hours, boats must be removed.
Please
be considerate of your fellow boaters. Notice will be sent from the BOARD
if a boater is in violation.
These
will be the policies for 2002. If it doesn’t work, reservations requirements
will be considered for next year.

M. Lucy Bain 2nd Darlene Stoffer “ that we accept the
marine committee report with the addition of a $25 for the first day +
$10 per subsequent day fine for boats in violation of this policy; and
any boat without a motor or a sail shall not be moored on the dock; and
temporary permits are required for members’ boating guests. These rules
shall be posted on the dock in a large format permanent sign.” Passed.
PLANNING:
Ricardo
Camarillo stated that the goals of the committee have been distributed
to the Board. Current members of the committee are: Ricardo (chair), Clay
Wray, Julie Hunter, and Allan McFadden. Discussion followed.
COMMUNICATIONS:
Salvation
Army have chosen to use the lake facilities on Tuesday and Wednesday during
the summer.
Renna
Pierce – a Professional Registered Parliamentarian contacted to review
the happenings at the end of the 2002 Annual General Meeting and detail
her findings (specifically regarding a quorum and proxy use.)

M. Barbara Myers 2nd Lucy Bain “ include the findings
of the Parliamentarian with the Annual Meeting Minutes mailing.” Passed.
WATER
Laura
Mork stated that John Graham has been researching the water issue and has
been wading through some political problems. Skagit PUD (Public Utility
District) has been contacted and John will be visiting their facility next
week. John Graham stated that the Scenic Estates Members are using an extreme
amount of water and we all need to be reminded of water conservation. Discussion
followed.

M. Laura Mork 2nd Darlene Stoffer “ that a bulletin be
put in the newsletter suggesting water conservation.” Passed.
OPERATIONS:
Darlene
Stoffer stated that general maintenance is proceeding. The dam abutment
plant issue is still being researched and will have to wait to be planted
in the fall.
John
Graham submitted his written report:
WATER:
The total gallons of water used for the month of May was 614,600 gallons.
Average daily usage was 19,800 gallons per day.
RESERVOIR:
The reservoir is at –2’ from overflow. The pumpback was started May 16th.
TESTING:
The June water samples have been sent to Avocet and not been returned at
the writing of this report. The May samples were all satisfactory. We submitted
the entire spectrum of samples for waste water analysis in June.
WATER
EQUIPMENT: I will be contacting Hach Manufacturers to set an appointment
for a field representative to come to LISE to complete a factory calibration
on all the Hach equipment in service. It’s been several years since this
has been completed.
WATER
DISTRIBUTION: We began changing water services in May. We have begun installing
meter boxes, meter setters, and idlers.
TRAINING:
I am attending a training session on June 11TH for small water system plans
in Oak Harbor sponsored by the ERWOW. This is a free session.
MAINTENANCE:
Only regular maintenance was completed in May. Most extra time was spent
mowing and weed eating.
MISCELLANEOUS:
We have been cleaning up and painting shut off’s along side the right-of-way
and in the road in anticipation of the road tarring, and of course, they
have delayed that project.
