MINUTES OF THE BOARD OF DIRECTORS’ MEETING
March 17, 2002
(Subject to approval and correction at the Board of Directors’ Meeting on April 7, 2002)

CALL TO ORDER: by President Bob Bowman at 9:30 a.m.
PRESENT: Lucy Bain, Ola Bergsholm, Bob Bowman, Barbara Myers, Darlene Stoffer, Operations Manager John Graham and Business Manager Jackie Granger.
EXCUSED: Laura Mork, Treasurer LuWilla Croy.
VOTING STATUS: All board members present are in good standing.

MINUTES OF PREVIOUS MEETING:

(2002/3/1) M. Lucy Bain 2nd Darlene Stoffer  “approve the minutes of the last meeting.” Passed. Referring to February 17, 2002 Board of Directors Meeting.
MEMBERS & GUESTS:
Ross Moore - observing, Louise Weber - read letter as shown in Communications, Chuck Ortego – if there are rules against delegating Board responsibilities, Victor Armfield - agrees with Louise Weber, private road vs community road - all in a name, Rick Owen - spurious claim regarding his property, Clay Wray - Louise raised serious questions and sees no authority in bylaws to have such a position, Grant Bowery - observing, Robert Seckinger - wishes Bob would stand up and accept the challenge of Louise’s claims and read email from Nannette Nielsen (see Communications below), Ricardo Camarillo - was position under question competitively announced - Bob responded that no it was not as there was a qualified person in the position, Susan Kertis - observing, Don Adema - observing, Norma Bohl - requests that names not be used in the minutes, Kevin Wolfe - has been harassed regarding the use of his property and involvement of the county, Patrick Camarillo - intimidation of members and sequence and type of letters sent out, Laura Camarillo - observing, Grant Bowery - work parties, fire in LISECC and lack of community where people care about each other. 

COMMUNICATIONS:
Louise Weber – claiming breach of duty by Board for promoting Jackie Granger to General Manager and violation of numerous bylaws. See attached response from LISECC attorney.

Nannette Nielsen – objects to position of General Manager and heavy handed enforcement of property compliance.

COMMITTEE REPORTS:
PLANNING/WATER:

John Graham submitted a written report, as follows: 

WATER:  Total gallons used for the month of January were 558,400 gallons. Average daily usage was 19,900 gallons per day.  We had two leaks during the month which were repaired without incident. That means that they were found quickly and were easy repairs.
RESERVOIR: The reservoir is at overflow. We continue to have small problems with washout at the pump back which is common at this time of year.
TESTING: Five water samples have been submitted to Avocet and the results have not been returned at the time of the writing of this report. This is the result of an unsatisfactory sample that was taken last month. The unsatisfactory sample was because we did not remove the filter from the sink in the residence. It was not a problem in the distribution system. We have put this in the upcoming news letter and it will also be discussed in the upcoming consumer confidence report. 
MISCELLANEOUS: I have purchased the filter media for the treatment plant, and as this will be a good rainy day project it will be scheduled as weather dictates. Dave Wertz will be assisting. The last time this was done they had about 10 people volunteering, but this time I have it organized to the point that more people would just be in the way. I am not recording this as a project as it is more of routine maintenance. The final cost of the material is less than $1000.00. The actual time involved in the changing of the media material should only take one day. The resetting of the filter system may require several days of adjustments.
John Graham stated that the change of the filter media is complete. In the water treatment plant there are two 4’ x 7’ tanks; one is empty (the reactor) and is cleaned regularly, the other is the media tank which is filled with gravel and sand. It has been 20 years since it was cleaned, operations has removed all of the media and refilled the tank with new material and added a 6-inch layer of activated carbon on top.
The tank has layers of coarse gravel, then medium, then fine; coarse, medium, and then fine sand, anthracite (coal), and then the activated carbon which has never been used before. This is the first recommendation from the water consultant that the Board hired in December.
The complete results and improvement of water will not be known until the water turnover in the reservoir. There was an immediate change in the taste and this will be hopefully transmitted down the line to our members. Something of note: LISECCs raw water is better in turbidity than the finished water from Lake Whatcom.

OPERATIONS:

John Graham submitted a written report.

MAINTENANCE:  The primary work being completed is the continued clearing of common properties. We have spent a lot of time assisting residents in the harsh weather, clearing downed trees, etc. 
John Graham stated that the WETRC Conference will be held on March 25 – 28 and this will satisfy the requirements of his continuing education for his water ticket. Kevin will probably go to a training session in April.
