MINUTES
OF PREVIOUS MEETING:

M. Lucy Bain 2nd Darlene Stoffer “approve the minutes
as distributed.” Passed. Referring to February 16, 2003 Board of Directors
Meeting.
Ricardo
Camarillo is not able to attend this meeting because due to illness. It
is hoped that he has a quick recovery.

Island Sub-Area Planning Committee Meeting on March 22, 2003 from 9 am
to 3pm at Beach School. Everyone is encouraged to attend as it is important
to all from Scenic Estates.

Discussion
was held on the viability, requirements and restrictions of a high speed
internet connection and placing the antenna on the clubhouse roof and running
the cable through culverts and ditches.

M. Laura Mork 2nd Lucy Bain “ pending adequate
insurance coverage that this stock production as presented by Mark Kuntz’s
letter be allowed to take place on August 3rd.” Passed.
2003/3/3
M. Laura Mork 2nd Lucy Bain “if allowed
by the County and any other appropriate regulations to run the cable in
the ditch, I propose that we allow the antenna be installed on the roof
provided that the estimated power costs be paid by people connected to
this service. This is at the risk of Hal Holmerud and anyone else connected
to the service in the future with a hold harmless agreement signed by all
parties involved. This is a provisional authorization that will be reviewed
on or before the May Board Meeting.” Passed.
Discussion
was held on the four days of water training that John Graham attended last
week. Additional training this year will be taken because of the federal
funding support which is providing low and no cost training.
COMMITTEE REPORTS:
PLANNING:
No
report as Ricardo Camarillo is not in attendance.
WATER
Laura
Mork reported that work is continuing on the DWSRF Loan and the intent
to keep the scope and ultimate cost of the project to a reasonable level
by breaking the entire project into manageable phases.
John
Graham explained the unsatisfactory water test result which occurred this
month and that repeat sampling results were returned satisfactory. The
unsatisfactory result was due to taking the sample from a kitchen faucet.
It was recommended that samples are always taken from outside hose bibs.
This means the LISECC coliform monitoring plan must be changed.

OPERATIONS:
Darlene
Stoffer reported on the monthly drive-through the Estates with John Graham.
John
Graham submitted a written report as follows:
WATER:
The Total gallons of water used for the month of February were 703,100
gallons. Average daily usage was 25,100 gallons per day.
We
still have one small leak in the distribution system. It may be as large
as 4 or 5 gallons per minute
I
received an e-mail from The Cadmus Group which I assumed was an advertisement,
but in fact turned out to be an offer for free consultation for our treatment
plant operation. I have made application, but it will be some time before
any application acceptances are made. There are 50 eligible systems and
they will be selecting 15 systems who will be given assistance.
RESERVOIR:
As of March 5th the level of the reservoir is –2’ 2” from overflow.
TESTING:
The February water sample has tested as unsatisfactory. I am currently
conducting further testing as dictated by the department of Health. This
involves taking additional samples close to the location of the unsatisfactory
sample, and next month taking five additional samples. This is not a sample
that has any health hazards associated with it. It simply has bacteria
in the water. The primary source of the bacteria usually has been the kitchen
faucet where the sample was taken.
TRAINING:
I am attending a 4 day annual Washington Water Operations Workshop March
10 thru 14, 2003.
MAINTENANCE:
Only routine maintenance has been completed in the month of February. We
are now beginning the mowing season one full month early, and are moving
all scheduled maintenance activities up accordingly.
MISCELLANEOUS:
The consultant came to LISE and reviewed the swim lake. While his focus
was the swim lake, he was knowledgeable about water treatment and in fact
has operated a keystone system close to the system we operate. He also
has access to several pieces of equipment I have been unable to obtain
and I requested he purchase them for me and add it to the consultant’s
bill. (the strainer will be approximately $35.00). He also offered to send
me literature from e-bay concerning microscopes. The cost of a new
microscope is prohibitive but it would be an extremely useful tool in the
treatment plant. I was very surprised when I learned I can get a microscope
for $150.00 from e-bay.
We
still have two dogs chasing deer in LISE. We need to notify the property
owners again and/or take appropriate action.
