MINUTES OF THE BOARD OF DIRECTORS’ MEETING
May 19, 2002
(Subject to approval and correction at the Board of Directors’ Meeting on June 16, 2002)

CALL TO ORDER: Vice-President Darlene Stoffer at 9:30 a.m.
PRESENT: Lucy Bain, Ricardo Camarillo, Laura Mork, Barbara Myers, Darlene Stoffer, Treasurer LuWilla Croy, Operations Manager John Graham and General Manager Jackie Granger.

VOTING STATUS: All board members present are in good standing.

MINUTES OF PREVIOUS MEETING:

(2002/5/1) M. Lucy Bain  2nd Barbara Myers “approve the minutes.” Passed. 
Referring to the April 7 and April 21, 2002 Board of Directors Meetings.

With the following changes:
April 7: Delete first paragraph on page 2 (it is a duplicate of the last paragraph on page 1.)
 Add to Natural Disaster Report to last line of page 2: so it reads: “After seeing what damage can be done in a wild fire and knowing that DNR makes decisions on whose house to save and those not to [due to whether the owners have firewised or not,] I feel it is very important for Scenic Estates members to be informed. This workshop was so inspiring and I’m so pleased I went. . . ”
April 21 Change to Communications, third paragraph, first line “number of notes is not . . ” change notes to votes so it reads: “number of votes is not . . .”
 

MEMBERS & GUESTS:
Sandra Peterson – understands that the official audit was voted down at the annual meeting and there is an unofficial audit committee. Barbara Myers responded that there are 7 volunteers who have been contacted about setting up a meeting.
Jan Bonaparte - observing, Bruce Livingstone - observing, Neva Buechner  - observing, Tom Christensen  - observing, Ron Bain - left early from AGM and appreciates efforts of Board, Don Adema – observing, Rob Seckinger - compliance committee result and outcome, asking what is going to happen to new trailers coming into Scenic Estates, what happened to sign at entrance to Scenic Estates.
Barbara Myers stated that the compliance committee was disbanded but the requirement for compliance still exists. The sign at the entrance to Scenic Estates was stolen. Jackie Granger stated that if trailers are brought in to Scenic Estates the owner is approached and informed of the bylaws and county code and asked to comply. Discussion followed. 
Ross Moore - observing, Mark Mech - heard about lots of interesting things over the winter and glad he missed them.
Norma Bohl – Scenic Estates is covered under code RRI (Rural Residential Island), regarding the two year rule, asking about the cutting of trees on Island Drive, specifically regarding permission granted and would like to see a copy of this and who arranged and paid for that work and who is going to clean-up. Whatcom County states that you need to get permission from the property owner and is it an easement or right of way. Is the Board working on a procedure to prohibit double voting at the Annual Meeting.
Darlene Stoffer stated that the property is the road right of way and does not belong to Scenic Estates. The Operations Manager and General Manager have both checked this out and have seen the letter from Whatcom County granting permission for the member to cut trees. This is an issue between a property owner and Whatcom County, anyone requiring information should go to those parties. Discussion followed. Jackie Granger will research this issue further with Whatcom County. 
Darlene Stoffer stated that the Board is very concerned about the double voting at AGM, and is working on a solution. LuWilla Croy stated that an organization she belongs to issues a credential card upon check in which is used for voting. Ron Bain stated that the homeowner’s association that he is involved in has voter’s cards and any proxy votes would be noted on the card. Discussion followed. 
Grant Bowery - concerns regarding tree cutting, the property owner hid behind trees after the tree-cutting when he went down to find out what was going on.

COMMUNICATIONS:
Department of Ecology – Approval of Extreme Hardship Small Business Wastewater Discharge Permit Fee Reduction. The Annual Permit Fee is being reduced from $2,326 to the minimum of $100 for the fiscal year July 1, 2002 to June 30, 2003.

Salvation Army – requesting use of the swim lake for the summer season on Tuesday and Thursday, from 10 am to 12 noon. (See discussion under New Business)

COMMITTEE REPORTS:
PLANNING:
Ricardo Camarillo stated that he has not been able to retrieve the information from prior committees. Darlene Stoffer stated that Jackie Granger will contact Jerry McRorie. Lucy Bain asked for the names of the people on the committee. Ricardo stated that he would not give them at this time as they have not firmly committed. 
WATER:
Laura Mork stated that the pumpback has been started.
John Graham stated that several water districts have been contacted and John has found someone that is willing to come out and work with us on some of our issues.
Darlene Stoffer asked if a water meter has been placed at division 8, lot 2. John Graham stated that this one has been installed this month as well as another member, division 4, lot 35. Darlene Stoffer stated that there is a problem in that some of the properties are older installations and have a lot of unknowns involved. Laura Mork clarified that the purpose of this is to establish that every water service has a water shutoff available.
John Graham submitted his written report:

WATER:  The Total gallons of water used for the month of April were 557,500 gallons. Average daily usage was 18,580 gallons per day. As usual the numbers are somewhat out of whack as there was one day that I didn’t pump due to a power outage...I did test the generator during this time and it is operating satisfactorily.
RESERVOIR: The reservoir is at –6” from overflow. We are not anticipating starting the pump back system until we have at least a one foot drop in the reservoir. Unfortunately I have no idea why the reservoir is dropping so slowly. I have compiled data starting in 1996 and can find no correlations between reservoir height, rainfall, and total usage. Last year we started the pump back early. No need this year. The lake level is at overflow. And will be maintained that way for the summer swimming season.
TESTING: The May water samples have been sent to Avocet and not been returned at the writing of this report. The April samples were all satisfactory.
WATER EQUIPMENT: I will be contacting Hach manufacturers and set an appointment for a field representative to come to LISE to complete a factory calibration on all the Hach equipment in service. It’s been several years since this has been completed.
WATER DISTRIBUTION: I have completed my review of water service hookups and we will begin changing water services in May. We will be installing meter boxes, meter setters, and idlers. Material cost will be approximately $120.00. Any meters we install will be an extra $54.50.
TRAINING: No training session has been scheduled for Kevin yet this year.
OPERATIONS:
Darlene Stoffer stated that she did a drive through Scenic Estates on Saturday with John Graham and the road sides and around the lake are much improved. Some discussion was held on plants for the dam face, the requirements are: fire resistant, deer proof, drought resistant, and a cover to keep it from washing away. Darlene suggested junipers at the top level. This might be a problem as it is not fire resistant though it would be well away from any structures. There will be a delay about the plants so that Darlene can speak with DNR (Department of Natural Resources) and Forest Floor Recovery on the island for suggestions. Rob Seckinger suggested salal. Discussion followed. 

Darlene Stoffer stated that a bench has been placed at the cabana. The bench was donated by John Graham and has been placed in cement. Thank you John.
At the docks the strips down the ramp are wearing and need to be replaced. This item will be put on the to do list. 

Darlene Stoffer stated that the sign notifying everyone that recreational vehicles are not permitted in Scenic Estates unless approved by Whatcom County was removed on Thursday night and was done methodically and with great effort. 

Darlene continued that a new fire sign is being put up at the ferry dock and so Scenic Estates is getting the old one. This is hoped to be placed prior to the fire season.
John Graham submitted his written report:

MAINTENANCE: Extensive cleanup has been completed prior to the annual general meeting. The electrical meter box at the clubhouse has been repaired and inspected. Two new lawn mower tires have been purchased. 
MISCELLANEOUS: The docks were put in at the end of April. Exactly the same thing happened this year as last. We got the docks in and a good wind came up for two days. I will be watching the weather and will consider waiting until mid May to install the docks next year.
