FINANCE:
Barbara Myers stated that Jackie has held the notary public for benefit to Scenic Estates and it is up for renewal. Discussion followed. 
Jackie Granger explained the Reserves worksheet distributed to the Board each month.
(2001/5/6) M.  Barbara Myers    2nd Laura Mork  “that Scenic Estates pay for the re-certification of Jackie Granger as notary public; total cost of $100.” Passed.
ADMINISTRATION:
Lucy Bain submitted a written report, as follows:
We’ll be reviewing the bylaws and updating them as necessary.
Lucy Bain stated that it was suggested at the Annual Meeting that a committee be formed to look at the Bylaws. Lucy suggested that a request be placed into the newsletter for members interested to submit names to Lucy.
Bob Bowman asked for the number of full-time residents. Jackie Granger stated that according to our recent records there are 46 full time homes with 99 residents. 
Bob stated that employee vs. contractor item is on the agenda under administration. Barbara Myers stated that it is something that she has taken on and another member’s name has been suggested. Norma Bohl stated that was the information that she wanted to present to the Board at executive session after the meeting. Discussion followed. A committee will meet to discuss this on June 9 at 9:30 a.m.
(2001/5/7) M.  Lucy Bain  2nd  Barbara Myers  “set up a committee of members at large with Lucy Bain being the chair to review the Bylaws.” Passed.
QUARRY:
Darlene stated that she and John have not visited the quarry yet. Dar would like to visit the quarry when Kyle Bride is there. Jan Bonaparte asked where the noise monitoring equipment was located. Discussion followed. Dar will follow-up on the noise monitoring equipment and a visit to the quarry.

MARINE:
Bob Bowman stated that Marg Warner is the head of this committee and is not in attendance.
Darlene Stoffer stated that there were five shots fired down at the docks at 2:30 am a couple of weeks ago. Shells were located which were large: 45/70. John contacted the sheriff to report the incident. No one was hurt and no real damage was done except to one LISE sign. There have been rumors as to whom it might have been but both John and Dar feel that the incident is over. John will keep the shells for when the sheriff does respond to the incident.

SOCIAL:
Darlene Stoffer read a written report from Leslie Quento.
The Annual AGM Luncheon was another success! For the first time, we didn’t have any leftovers. I would like to thank Audrey and JoAnn Bowman, Goldys Moore, Mary Turner and Frankie Small for their donations and their time. I would also like to thank the others personally who donated food, but unfortunately I have no idea who they were. So to whomever else donated goodies, I thank you ever so much!
Thank you also to those who brought food to the evening social. Not a large turnout, but such a wonderful time. Lots of laughs and good food. It was really nice to see some faces that haven’t been seen in quite awhile. Welcome back . . . . we missed you!
Looking forward to the next social, June 2. See you all there!

OLD BUSINESS: 
Bob Bowman stated that at the meeting following the Annual Meeting the Board decided that the meeting time should be changed to the first Sunday of the month. Several members have to work on Saturdays. Due to the difficulties in preparing pre-Board meeting reports submissions and financial statements in time, the first Sunday does not work very well. Discussion followed. Meetings will be held on the third Sunday of the month, next meeting will be June 17, 2001.
Barbara Myers stated that at the Annual Meeting and correspondence since then that it was mentioned that a Parliamentarian should be selected for Scenic Estates. The newest version of Robert’s Rules of Order has been purchased. Jackie Granger has voiced an interest in performing the parliamentarian tasks. Laura asked what a parliamentarian would do. Barbara Myers stated that Jackie would make a ruling on a particular issue such as whether a motion was legal. It is not necessary that Robert’s Rules be very stringently adhered to. Lucy Bain stated that it is important to use it as a guiding principle. Discussion followed. 
Darlene Stoffer stated that at the last Board meeting the Board authorized John to purchase a cutter and rake, has that been done. John stated that LISE does not have an account with the company but Jackie has been given the order and will cut a check and send it to the company.
Darlene Stoffer asked about grass cutting in the lake. John stated that the culprit is the weedeater and it is difficult to direct the cast-offs but Kevin has been attempting to direct it elsewhere.
Darlene Stoffer stated that the evacuation siren has not been set off because the fire department has put a lock on their door and LISE can no longer get to the switch for the siren. John has spoken to Aaron Rupp with the department and is attempting to work out a solution. Discussion followed. A solution will be worked out between the fire department and John Graham.

(2001/5/9) M. Barbara Myers  2nd   “that we appoint Jackie the Parliamentarian and adopt the most current version of Robert’s Rules of Order.” Passed.

NEW BUSINESS:
Barbara Myers stated that having listened to the previous board meetings, at the annual meeting and generally, there seems to be a lack of communication or break down in communication in LISE. Barbara suggested it might be a good idea if we put together a small web site to further communication with the members. This is relatively inexpensive at $15 per month. There could be a member response form to communicate with the membership and there are other great ideas that could be put into place. Barbara is willing to set the site up, it is her business and she would be willing to do it at no cost. Barbara would be happy to show Jackie how to update the web site to keep it up. This is food for thought. Discussion followed. Options for domain names are lisecc and lummiislandse.
Jan Bonaparte asked who owns the property between the road and the property line and whose responsibility is it to mow. Dar Stoffer stated that she has been asking John to mow the easement down Island Drive and around Beach and Cedar to keep it looking presentable for anyone driving through LISE. Discussion followed. 

Natural Disaster: Frankie Small submitted a written report, as follows: 
I have spoken to Dave Harmoney [fire commissioner] and he welcomes having somebody from Scenic Estates attending the Fire Commissioners meetings again, he feels that it is important that we keep in touch with what is going on in the department. The next meeting is May 8th and I plan on being there.
The Shelter Operator and Introduction to Disaster Training, was held in March and was put on by the Red Cross, it was well attended by residents of Scenic Estates. Jon and Colleen Archer and their 2 sons, Clay and Mary Wray and Louise Weber, [this may seem a few but we actually needed only 3]. Unfortunately it was held on a board meeting day and some were unable to attend. The good news is that those that missed it will be able to take it in the fall, as the Red Cross plans on doing it again. I have been working with Mona Moore [from the Island] since early this year so if anybody wishes to take this training please contact me. Because this many from Scenic Estates attended we will now have access to a disaster kit, which could help in the event of this ever happening. At this time it is unknown just where this kit will be located, but it is being worked on. I will keep you informed.
Frankie Small stated Kevin Southworth took the class also. Barb Myers stated that LISE was well represented. Discussion followed. 

(2001/5/10) M.  Barbara Myers  2nd Lucy Bain  “that a web site be developed for Lummi Island Scenic Estates, and register a domain name for $35 per year and maintaining the site for approximately $15 per month.” Passed.
