MINUTES OF THE BOARD OF DIRECTORS’ MEETING
November 11, 2001
(Subject to approval and correction at the Board of Directors’ Meeting
on December 9, 2001)

CALL TO ORDER: by President Bob Bowman at 9:30 a.m.
PRESENT: Ola Bergsholm, Bob Bowman, Laura Mork, Barbara Myers, Darlene Stoffer, Operations Manager John Graham and Business Manager Jackie Granger.
EXCUSED: Lucy Bain and Treasurer LuWilla Croy.
VOTING STATUS: All board members present are in good standing.

MINUTES OF PREVIOUS MEETING:

(2001/11/1) M. Darlene Stoffer 2nd Barbara Myers  “approve the minutes of the last meeting with the following changes.” Passed. (Refers to the minutes of the October 21, 2001 Board meeting.)

Planning & Water discussion regarding weeds in lake: Change “Ola Bergsholm stated that the intention of draining the lake was to have a cold winter and hope that kills the roots.” Change to: “Ola Bergsholm stated that the intention of draining the lake was to hope for a cold winter which would kill the roots.”
 

MEMBERS & GUESTS:
None attended.

Bob Bowman stated that the change to the November Board meeting although it was posted on the web site was not widely known and the Board apologizes for this. The meeting date was changed due to our business manager’s current condition and the fact that she will be going into the hospital this coming week and the potential of not having a quorum if the Board met on November 18.

This is a second posting of a letter from Norma Bohls with addendum as promised and as courtesy to her. Norm did not attend the November Meeting but delivered the letter directly to Compliance Chair Barbara A. Myers on November 2, 2001. Please click here to see the Letter.

COMMUNICATIONS:
None received. 

Bob Bowman stated that LISECC has received comments from two realtors congratulating LISECC on the attempt to “clean-up” Scenic Estates. These comments were received in response to the letter sent by the Property Compliance Committee a couple of weeks ago.

COMMITTEE REPORTS:
PLANNING/WATER:

John Graham submitted a written report, as follows: 

WATER  Total gallons used for the month of October were 579,100 gallons. Average daily usage in the month of October was 18,680 gallons per day. Average usage for October 2000 was 23,900 gallons a day. 
TESTING  Water samples have been submitted to Avocet and results have been returned as satisfactory.
RESERVOIR The reservoir is holding steady at -6’2”.
WATER LEAKS  We had no major leaks in the distribution system in the month of September.
As the board may be aware president Bush has changed his mind and is adopting the arsenic maximum contaminate levels proposed by President Clinton. The MCLs were 50 ppm, and are being reduced to 10 ppm. The EPA says that this is still not low enough and are recommending that the MCL be set at 3 ppm. The good news is that our levels are at 0.01ppm. I will be putting this information in our fall newsletter.
Laura Mork commented that the point is well made in regard to the arsenic content and thanks John for brining it up.

Laura Mork stated that the dam abutment has been completed but the ground cover is still being checked into. Darlene Stoffer stated that the nursery contacted did not sell cottoneaster in flats. Discussion followed. Darlene Stoffer will contact a commercial nursery.

Laura Mork stated that the silting of the lake and reservoir and the taste issue needs to be investigated and an expert needs to be contacted. Barbara Myers suggested that a Board member take responsibility for this. Discussion followed. Laura Mork will be checking into this.

OPERATIONS:

John Graham submitted a written report.

MAINTENANCE:  The majority of work time this month was spent on brush cleanup at both the cabana and clubhouse. These projects will continue all winter.
The docks were removed this month and most repairs needed have been completed. Some additional items need to be purchased before installation next spring.
MISCELLANEOUS:   The locking arm on the backhoe broke. A close inspection showed that this has broken and welded before. The repair work only held us for one day.
Both Kevin and John took certification tests in October. Kevin has received notification that he passed his test and is now eligible for a $1.00 per hour raise.  As of the writing of this report I have not received any notification of my test results. 
Darlene Stoffer stated that John Graham and Kevin Southworth are working hard to clean up the entrance to the Clubhouse. It looks nice and shows off the evergreens. There is one multi-trunk tree that needs to come down but is likely not a good idea for the operations staff to do. Darlene suggested that Mike Moye be contacted to quote on this project and if it isn’t too expensive we will take care of it. Discussion followed. Darlene will contact Mike Moye.

Darlene Stoffer stated that the owners of boats on the beach have been notified by letter and the staff has been contacted. Some owners have contacted the staff stating they will be used during the winter. Some boats have not been used for at least a year. Discussion followed. If the boats of owners who notified the staff have not used their boats by December 15 a second letter will be distributed giving a deadline for removal.
Bob Bowman stated that on behalf of the Board of Directors he would like to officially comment on the success of John and Kevin on the water and water tests that were taken early last month. Laura Mork stated that with these tests John Graham has now got all the water tickets required by law to run the LISECC water system. John Graham agreed that we are indeed now in compliance.

Jackie Granger submitted the following:

Kevin Southworth was injured on October 16 but elected to take sick time in lieu of making an L&I claim. This could potentially save LISECC money because we have already had one claim within the past year and our premiums could be increased with additional claims.
