MINUTES OF THE BOARD OF DIRECTORS’ MEETING
September 16, 2001
(Subject to approval and correction at the Board of Directors’ Meeting on October 21, 2001)

CALL TO ORDER: by President Bob Bowman at 9:30 a.m.
PRESENT: Ola Bergsholm, Bob Bowman, Laura Mork, Barbara Myers, Darlene Stoffer, Treasurer LuWilla Croy, Operations Manager John Graham and Business Manager Jackie Granger.
EXCUSED: Lucy Bain 
VOTING STATUS: All board members present are in good standing.

MINUTES OF PREVIOUS MEETING:

(2001/9/1) M. Ola Bergsholm   2nd Barbara Myers the minutes of the August 19, 2001 meeting be approved as distributed.” Passed.
MEMBERS & GUESTS:
Don Adema - observing, Norma Bohl - heard a lot of positive comments regarding ferry shuttle, JoAnn Bowman - observing, Frankie Small - Vic Coulter passed away August 25, 2001 he was a long time resident, congratulate Board on work completed.

COMMITTEE REPORTS:
PLANNING/WATER:
Laura Mork updated the progress on the dam abutment: All fill has been laid and the project needs only the dirt placed and ground cover planted.

Laura asked if there were any further comments on the water taste situation. Brian Boyle from Dept. Of Health contacted John and has reviewed all of the LISECC reports and checked out the LISECC methodology and assured John that everything is being done that can be done at this point. 

Laura Mork asked about the proposed purchase of a chlorine tester. John Graham stated that at the inspection Sam Perry suggested that LISECC purchase a colorimeter which tests chlorine levels and currently LISECC has no accurate testing apparatus for this. Laura Mork asked how much it would cost. John Graham stated that it would be $310 for the apparatus and $100 for the purchase of ampoules. Barbara Myers asked if the ampoules were an ongoing cost. John Graham stated that it would be an ongoing cost. Ola Bergsholm asked if this cost were within budget. Discussion followed. See motion 2001/9/2.

John Graham submitted a written report, as follows: 

WATER:  Total gallons used for the month of August were 1,039,600 gallons. Average daily usage in the month of August was 33,540 gallons per day. 
The primary pump at the treatment plant had to be taken out of service for repairs. This meant that I had to bring the backup pump online, which had not been done for some time. This required disinfection, and priming. It was a quick learning curve.
Kevin and myself attended training at WETRC for three days. I gained several pieces of additional information while at the session. First is a colorimeter which tests total and free chlorine residuals. The cost is $310.00. Our current chlorine meter is not giving me accurate readings and needs replacing. I have discussed this with Laura Mork and recommend to the board that we purchase this piece of equipment. The second item, was when the water manager from Seattle discussed algae in a storage tank in the City of Seattle. I talked to him after the session and it was identical to our problem last month. The City of Seattle had the capability to shut the storage tank off and drain it. Unfortunately we do not have that capability. I did receive some very helpful information to deal with this problem.
RESERVOIR:  The reservoir is at  -3’11” from overflow.  We shut the pump back off on August 31st. The reservoir is beginning to drop at a rate of less than 1” a day.
TESTING:  Water samples have been submitted to Avocet and results have been returned as satisfactory.
WATER LEAKS:  We repaired one water leak on Mt. Vista on August 13th which reduced our water consumption from 41,00 gallons a day to 36,000 gallons a day. We also put a watering ban in effect on August 20th, which further reduced our consumption from 31,000 gallons a day to 15,800 gallons a day. The preceding week was very warm weather and our flow charts showed clearly that residents were watering all day and night. Combined with our leak we were getting to a dangerous level of consumption. 
I discussed the replacement of a section of main with Laura Mork and her suggestion is that I simply repair that particular section of pipe. This is an excellent alternative, as even though I will be “repairing 60’ of main by replacing it with new pipe it is a repair and not new construction. This eliminates the need of engineering costs, etc. This could become an added winter project.
(2001/9/2) M. Laura Mork   2nd Darlene Stoffer  “ authorize the purchase of a modern chlorine testing apparatus from the water budget $410 approximately.” Passed. 
OPERATIONS:
Darlene Stoffer stated that John met with her yesterday. The dam abutment project will require a ground cover to be planted on the finished abutment. Dar asked for any recommendations. Barbara Myers stated that Forest Flora on the island has a license from the state on reclamation projects and Barb has some printed information that she can pass along. Discussion followed. John Graham will follow up on this item and return to Darlene Stoffer to report.

Darlene Stoffer continued that the project to drain and clean the lake is tentatively scheduled for the end of October, early November. Also needing to be addressed are the weeds in the reservoir at the same time. LuWilla Croy stated that there was an article in the Seattle P.I. regarding sterile fish placed in Green Lake in Seattle to combat milfoil. This might be an option. Laura Mork asked if the weed in our lake was milfoil. John stated that it might be close to what LISECC has. John Graham stated that he spoke to the Parks Department in Whatcom County regarding this as they are looking at this option for Lake Padden. John will follow up.

Darlene Stoffer asked if a vibrator for the cell phone had been checked into. John stated that he hadn’t. Discussion followed. This will be checked into.

Darlene Stoffer stated that John was instructed to lower the flags to half-staff. Discussion followed. 

Darlene Stoffer stated that the furnace at the Clubhouse has never been cleaned and it was suggested to John that the furnace be cleaned and to check into whom installed the furnace. Discussion followed. 

Darlene Stoffer stated that Kevin Southworth and John Graham would be taking their next level certification on October 2, 2001 in Bellingham.

Darlene Stoffer stated that the dock lights have been changed so that they are now working correctly.

Thanks to John Graham for his cooperation in getting members to and from the ferry during the ferry dry dock. Darlene Stoffer stated that Whatcom County has not given Scenic Estates full service. Discussion followed. 

Ola Bergsholm stated that last year a review of the Clubhouse showed that there is rot underneath the deck on one of the beams. Discussion followed. John Graham and Ola Bergsholm will look at this after today’s meeting.

John Graham submitted a written report.

MAINTENANCE:  The lights at the dock have been reworked. The red zone has been extended on the main dock. Notice of time restriction on boat moorage at the dock has been installed.
MISCELLANEOUS: Our native fill for the second phase of the abutment project has been delivered. We have prepped the dam face and installed the drain. We are now in the compaction phase. DOH and Wilson Engineering have been consulted and we are now finishing the project. Detail work will be finished in October.
(2001/9/3) M. Darlene Stoffer  2nd  “ Jackie write on behalf of Scenic Estates a letter of complaint for the level of disservice to our members.” Failed due to lack of second.
