MINUTES OF THE BOARD OF DIRECTORS’ MEETING
September 15, 2002
(Subject to approval and correction at the Board of Directors’ Meeting on October 20, 2002)

CALL TO ORDER: by President Bob Bowman at 10:00 a.m.
PRESENT: Lucy Bain, Bob Bowman, Ricardo Camarillo, Laura Mork, Barbara Myers, Darlene Stoffer, Operations Manager John Graham and General Manager Jackie Granger.
EXCUSED: Treasurer LuWilla Croy
VOTING STATUS: All board members present are in good standing.

MINUTES OF PREVIOUS MEETING:

(2002/9/1) M. Darlene Stoffer  2nd Barbara Myers “approve the minutes of the last meeting.” Passed. Refering to August 18, 2002 Board of Directors Meeting.
MEMBERS & GUESTS:
Fred Dryden - requesting information regarding ownership of buoys. A notice will go in the fall newsletter asking if anyone has a buoy that Mr. Dryden could have.
Don Adema - observing.
JoAnn Bowman - observing.
Al Coghill - irritated about noise from a member’s activities across from maintenance shop. Discussion followed. 
 
(2002/9/2) M. Barbara Myers  2nd  Lucy Bain “ send a very polite letter {to the owner of lot 5, division 1, block 4} stating that the Board has been approached by a member concerned about noise levels on his property and that the Board request that he look at some sort of noise abatement resolution to this problem.” Passed (2 abstentions).
COMMUNICATIONS:
Clayton Wray - requesting an affidavit from the Board or employees of LISECC stating that his motorhome has not been on his property (on Jamison Street) since November 2001.  A letter will be sent to Mr. Wray stating that the property has not been monitored.

COMMITTEE REPORTS:
PLANNING:
Ricardo Camarillo stated the planning committee has met twice this month. Ricardo has received a list of all the things that the corporation owns and the committee has further requested that the expected life be marked on the list. Ricardo toured the treatment plant and John noted some items that may need to be replaced in the near future. The committee will meet next Saturday and another report will be forthcoming next month.

WATER
Laura Mork stated that Trihalomethanes are an indicator of the chlorine infusion into the water. If there are trihalothemanes present the water may taste bad and there may be health indications. Testing for trihalomethanes may drive us to take other steps. Barbara Myers stated this was a concern of some members at the Annual General Meeting. Discussion followed. See motion 2002/9/3.
John Graham stated that for E-coli the Department of Health gets concerned when results are 50, and very concerned at 100. They closed Bloedel Donovan for swimming at 233. The LISECC swim lake tested at 9. There seems to be no cause for further testing at this point. Discussion followed. Regular testing of the swim lake may be done during the summer months next year.
Laura Mork stated that we are starting down the path of planning for the swim lake and reservoir. The first step will be representing what the community club wants. Jackie is working on the first draft of the vision for the lake. One of the things that was preliminary to this were the dissolved oxygen readings. John Graham stated that currently he has tested at random depths and random locations. There will now be an ongoing and  regular test schedule with the results logged. Discussion followed. 
(2002/9/3) M. Laura Mork  2nd Darlene Stoffer  “spend up to $600 to obtain at least 3 tests (one after the storage tank and two others at the end of the lines) and based on those tests have the monies available for a test kit.” Passed. 
 
 

OPERATIONS:
Darlene Stoffer stated that for paving the road at Mt. Vista, the south end of the lake and the clubhouse road an estimate has been received at $11,500 from Wilder Construction. A bid was requested from Whatcom Builders though they declined to bid. Discussion followed. 

John Graham stated that the other two areas can be patched by the Operations Staff. Laura Mork suggested that Wilder be contracted to have the hot tar delivered at the time when the other work is being done. Is it possible to have some assistance from Wilder in the more difficult areas? Laura Mork suggested that John request from Wilder to review all of the community roads to determine if there are other areas that will need addressing in the next five years. This would help the planning committee. Discussion followed. 

Darlene Stoffer stated John will be replacing the lighting down the stairway at the clubhouse.

Darlene Stoffer stated that new tires for the LISECC pick up truck will be necessary. Authorization will be necessary to be purchased at some point. John Graham stated that it could wait until the new year. Laura Mork stated that it would be preferable to purchase them out of this budget. Discussion followed. 

Darlene Stoffer stated that maintenance has been ongoing throughout Scenic Estates.

Barbara Myers asked if Mark Mech had completed the stereo system move. Darlene Stoffer stated that it has not been done and may be better to be tabled. Bob Bowman stated that those who use the clubhouse should have it comfortably equipped. Chuck Ortego stated that he has a brand new stereo that he is willing to donate to LISECC.

John Graham submitted his written report:

WATER:  The total gallons of water used for the month of August was 916,600 gallons. Average daily usage was 29,570 gallons per day. 
The dissolved oxygen tester has been purchased, and I am making random tests to establish a basic information log. I will be establishing regular sampling locations based on the initial test information.
An e-coli test for the swim lake has been sent to Avocet for analysis. Results shoud be available by the September board meeting.
I have removed the activated carbon from the filter bed at the treatment plant and replaced it with anthracite. This winter I will attempt to encapsulate the activated carbon back in the filter.
On three occasions this year we have had someone watering at their residence all night. I have located that resident, but have not talked to them about this issue, primarily because there is no bylaw or restriction against it.  
RESERVOIR: The reservoir is at –4’ 10” from overflow. 
TESTING: The August water samples have been sent to Avocet and not been returned at the writing of this report. The July samples were all satisfactory. 
TRAINING: Kevin attended a training session on August 20th thru 22nd, 2002. This is a training session conducted by WETRC, and the registration cost was $275.00 which includes 2.1 ceu’s. I am also anticipating registering Kevin for a training session in January of 2003, and then he will take the state test for WTPO 2 in February 2003.  I am anticipating attending a one day seminar in Mount Vernon on October 29, 2002. Cost of registration is $25.00.
MAINTENANCE: Only regular maintenance was completed in June. Most extra time was spent mowing and weed eating. 
MISCELLANEOUS:  I have contacted Wilder for an estimate of black topping the end of Mt Vista. The Mt. Vista portion is $5308.68. The cost for Mt. Vista, the swim lake area, and the clubhouse driveway is $11,545.30.
The docks will be removed on September 26, and 27, 2002.

(2002/9/4) M. Darlene Stoffer   2nd  Laura Mork “ repair the road at Mt Vista (where it meets Hales Passage) at the quoted price of $5,300 and the funds to be taken from the reserve fund.” Passed Unanimously. 

(2002/9/5) M. Laura Mork   2nd Ricardo Camarillo “selected company be requested to prepare a five year plan with budget prices for all LISECC owned roads (etc.) and on the two areas previously identified work with them for more cost effective means of completing them.” Passed. 

(2002/9/6) M. Laura Mork  2nd Darlene Stoffer  “get a price quote for next meeting on a new set of tires.” Passed. 

(2002/9/7) M. Darlene Stoffer   2nd Lucy Bain  “ to accept Chuck Ortego’s generous offer of a CD stereo system and thank him for that gift.” Passed.
