Roads

To
build, improve and maintain roadways, culverts, bridges and drainage areas
and to provide for the improving, cleaning and sprinkling of streets, and
for collection and disposal of the street sweepings, garbage, ashes, rubbish
and the like; to prevent and suppress fires, to provide police protection,
and to make and collect charges to cover the cost and expense therefor. |

To
improve, light and/or maintain streets, roads, alleys, courts, walks, gateways,
fences and ornamental features now existing or hereafter to be erected
or created, and shelters, comfort stations, and/or buildings and improvements
ordinarily appurtenant to any of the foregoing; to improve, plant
and maintain grass plots and other areas, trees and plantings within the
lines of the street immediately adjoining or within the property hereinafter
described or referred to.

| Designations
(from LISECC Policy #1 – Part 7)
The
Board of Directors of the Lummi Island Scenic Estates Community Club, Inc.
will post community roads at their intersection with County Roads:
"Community Road". All members of Lummi Island Scenic Estates Community
Club, Inc. and their guests are guaranteed the right to use all roads within
the Estates. The posting is to minimize liability to the public and
to provide for prosecution of unauthorized persons trespassing.
Community
and County Roads - Roadside Maintenance
The
Board of Directors will not permit a brush cutter to be brought in to maintain
the Community roads. It cannot stop the County from cutting along
County roads. If you do not want the County to cut along your road
frontage you must maintain it in such a way as to preclude the County brush
cutter from cutting in front of your property.
The
Board of Directors will notify each lot owner in advance of any pending
work to be done on the community road areas before undertaking the same.
Maintenance that is required in front of each lot will be billed to the
owner of that lot. This includes brush cutting and road surface repairs
unless damage is caused by the Club. Each lot owner can minimize
the costs of these maintenance items by keeping the roadway in front of
his lot well maintained.
The
Board of Directors requires each lot owner to maintain the road in front
of his lot as follows:
Keep
area between outside edge of ditches or the tops of the road-fill on embankments
clear of trees and brush. Trees growing on slopes beyond the ditch
or top of road-fills should be trimmed back to keep limbs from protruding
into the roadway area. Cleared area is to be at least five (5) feet
from the edge of the paved surface of the roadway. The paved surface
of the roadway is not necessarily in the middle of the right of way. |

Dogs/Pets
| 5.1.3.1. |
For
health and safety reasons, no pets are allowed in the Clubhouse, on the
Clubhouse deck area or in the area surrounding the Clubhouse, including
the boat ramps, boat launch or beach areas and the asphalt parking areas.
No pets are allowed in the swim lake, in the lake beach area, in the picnic
or barbecue area, in or around the Cabana, in the playground area, or in
the asphalt parking area. Obey all signs to that effect. |

Pets
are limited to no more than two dogs, two cats and two birds for each lot
owner family. Following dog, cat or bird reproduction, the young
must be removed from LISE lot premises within eight weeks of age.
Reptiles, agricultural animals and breeding kennels shall not be allowed
on LISE lots. |

Pets
shall not be permitted to chase wildlife at any time anywhere. Pet
owners are fully responsible for the behavior of their pets, which includes
the actions and noise of their pets. All dogs which are permitted
to run free in violation of county ordinances will be reported to the Whatcom
County Enforcement Agent for action. All dogs which are permitted to run
free in violation of these Bylaws on Club owned property will be reported
to the County Enforcement Agent and to the Board of Directors for action. |

No
pets are allowed in the clubhouse, on the clubhouse deck area or in the
area surrounding the clubhouse, including the boat ramps, boat launch,
beach, and parking areas. |

Marina
Use
| 5.2.5.1. |
Saltwater
fishing, clam digging, and crab fishing are subject to State of Washington
regulations. |
| 5.2.5.2. |
The
docks are for the use of all members to accommodate members and members'
boating guests. Boaters shall observe such other regulations as are posted
at the dock from time to time regarding dock usage. |
| 5.2.5.3. |
The
docks and the adjacent water are to be kept clean. Bottles, tops, cans,
and/or pulltabs are not to be thrown about or in the water, but are to
be deposited in the proper receptacles. |
| 5.2.5.4. |
No
"horseplay" is permitted on the docks.

From
LISECC Policy #9 – Part 7
1.
Unattended vehicles may not be parked in the boat ramp area.
2.
Dinghies are not to be left on the dock at any time.
3.
Boat trailers are to be parked only on the upper lot.
4.
The Club assumes no responsibility for boats on Club property.
5.
Boat owners are responsible for their skiffs and rowboats and should remove
them from the beach when they are not being used during the OFF-SEASON.
These boats must be identifiable.
6.
The ‘RED ZONE’ on the dock facilities is for loading and unloading moorage
with a 30-minute time limit or while in the active process of loading or
unloading.
7.
No overnight moorage is allowed in the 30 minute ‘RED ZONE’.
8.
Mooring on the dock, outside the red zone, is limited to the period posted
on the Marine Bulletin Board.
9.
No boats on trailers are to be left in the designated boat/trailer parking
areas with the exception of the two designated short term emergency parking
stalls.
10.
Written authorization from the Lummi Island Scenic Estates Community Club,
Inc. is required before placing any personal buoys within the L.I.S.E.
Community Club controlled property.
11.
Marine facilities shall be for use by members for recreational purposes
only.
12.
All boats must be identified with a L.I.S.E. marine decal which may be
purchased from the Office for $5 per boat; there is no fee for skiffs,
rowboats, canoes, etc. |
