2023 Annual General Meeting

Call to order 10:00 am

Voting will occur on electing Board Members, the proposed 2024 Budget, and on how to proceed with the financial audit (as required by RCW 64.38.045). The meeting will be held in hybrid format, with Zoom available for those who cannot attend in person. Zoom attendees eligible to vote are requested to vote either by absentee ballot or assigned proxy. There will be no voting or interaction through Zoom; it is intended for observation only.

The results of the vote will be announced at the LISECC Board of Directors’ Meeting scheduled for 4:00 p.m. on Saturday, September 23, 2023 at the Clubhouse.

Parking may be a little tight so if you are able to walk or carpool to the meeting that would help.  Thank you in advance for your consideration.

Board Member Candidate Statements

Tim Robison

I am a native of Washington State, but eventually my career took me to Boston - first as Division Director, later as Boston Center Director for a federal agency. I retired and it was off to San Diego where Sandra and I lived aboard our 40-foot sailboat. Nice sailing, but no islands.

I found the old mission boat NOOTKA near Seattle. Sandra, who is from Argentina, fell in love with the Northwest and the islands. We found Lummi Island and our almost unbuildable lot on Cedar where I was the General Contractor. The mooring we installed for NOOTKA has a permit from DNR. I obtained a Shoreline Exemption Permit, found a diver for an eelgrass survey, and had an interesting time with the Corps of Engineers.

Two years ago, we became full-time residents and a few months later, I was elected to the Board. My experiences with the mooring, the building of our house and my management background have proved valuable as Chair of Water & Operations. The proposed planning/design contract for our new Water Plant lacked accountability, clear timelines, performance reporting and payment based on work completed. At my recommendation, it was redrafted to meet those standards. The renovation of the Clubhouse tested my resilience. Geologic and feasibility studies were required, then engineering - all of which I managed. I prepared the shoreline exemption permit, resolved a coastal flood zone error, and finally the building permit was issued. These are two of the many projects I have worked on. I believe I have been a good steward and look forward to continuing to serve our community.

Jeff Smith

My wife Linda and I moved to Lummi Island Scenic Estates in 2015 from the greater Seattle area. We’ve enjoyed the peace and serenity of our island home.

The past three cycles of serving on the board have been a learning experience. I readily admit to taking a while to learn the ropes and levers of how this community functions and what makes it work. For the last couple of cycles, I hope I have put some of the experience gained from nearly forty years of small business ownership and communication design to use as the Vice President, Communication Chair and Secretary for the board of Scenic Estates. In my past working life, I often translated technical and engineering concepts into language and visuals that made it accessible to the widest audience. I hope as Communication Chair I’ve been able to do that here as well. With the current challenge of replacing our aging water treatment plant my goal is to ensure that all members have clear, reliable information needed to make informed decisions on the issues facing our community.

I appreciate the opportunity to have served for the past few years. I look forward to continuing to participate in whatever function is needed to ensure the future of our part of Lummi Island.
