Board of Directors’ Meeting

Starting with Call to Order

Call to Order: Jim called the meeting to order at 9:33 am at the Scenic Estates Clubhouse.

  • Board Members Present: Jim Coats, Charlie Baughman (via Zoom), Loren Conroy, David Canterman (via Zoom)

  • Board members absent: None

  • Staff Present: Allison Cash, Nick Kluge

Voting Status: All board members present are in good standing.  Quorum.        

Changes to the Agenda:

  • Remove the Executive Session from the Agenda

Approval of Minutes & Consent Agenda         

  • Board of Directors’ Meeting Minutes-March 22, 2026

  • March 2026 Financial Reports

  • Staff Operations Report

  • April 2026 Wilson Progress Report

Loren motioned to approve the Consent Agenda and the March 22, 2026 Board of Directors’ Meeting Minutes. Charlie seconded. All in favor.

Member Communications:

  • Southard/Bousman Tree Trimming Request

    • The members are requesting permission to perform limited tree maintenance and debris removal on LISECC property at their expense. They are not requesting the removal of any trees; the scope of work is limited to safety-related trimming for clearance and the removal of existing ground debris only. Loren motioned to grant permission for the requested tree maintenance and debris removal as proposed. David seconded. All in favor.

Board Reports:

  • President:

    • William Enoch Resignation

      • William submitted his resignation from the LISECC Board of Directors on April 14, 2026.

    • General Manager:

      • Progress on SWSMP & USDA Loan Appeal

        • The final documents for the SWSMP are nearing completion and will be submitted to Brian Smith at Wilson Engineering as soon as possible.

        • Leslie Dempsey was instrumental in compiling the necessary financial documents for the USDA appeal. All of the required documents have been submitted to the USDA. Unfortunately, we received an auto-reply that no one is in the office to receive the documents. Allison will check in again soon.

      • Updated Personnel Policy Handbook

        • Allison presented an updated handbook with the addition of a Substance Use Policy along with minor revisions. Loren motioned to accept the changes to the Personnel Policy Handbook as written. Charlie seconded. All in favor.

      • Lien Warning/Water Shut-Off Notices

        • David motioned to proceed with the lien filings and water shut-offs on May 7, 2026 provided that the members do not bring their accounts current or request a payment plan. Loren seconded. All in favor.

  • Vice President/Planning: No report        

  • Secretary/Administration: No report-William resigned his position.

  • Finance:

    • Whatcom County granted our appeal for the property tax valuations for the 7 lots on Carol Lane and Rosewood Terrace. The property value on each of those lots was reduced from $66,000 to $15,000 each.

  • Operations/Water:

    • Ram construction is scheduled to be here next week to look at the plans for the Clubhouse deck.

    • Water operators are struggling with turbidity challenges at the treatment plant, especially with all of the pollen. We will be sending water customers a Treatment Technique Violation notice for turbidity exceedances in May.

    • Pax Mixer Quote

      • One of the mixing pumps in the reservoir tanks failed. The mixer is essential to mix the water in the tanks and maintain disinfection. We received a quote from Correct Equipment for $8,656.00 for a new mixer, freight and tax. Loren motioned to approve the expenditure for a new mixer pump for up to $9,000 from Reserves. Charlie seconded. All in favor.

    • Dock launch is scheduled to happen in the next few weeks. All of the docks will be in the water prior to Memorial Day 2026.

  • LISECC is looking for a volunteer to take over writing the e-newsletter. Anyone that is interested should contact Allison in the Business Office.
