December 7, 2021-January 24, 2022 Operations Report

During this period:

  • The water main break near 1136 Beach Ave (road washout) was temporarily repaired/stabilized on December 23.

  • On December 23 a new water loss of about 7-10 gallons per minute (gpm) registered on our charts. This happened right before the snow and extended freeze. This main break was finally isolated to the area of 1237 Beach Ave and repaired on January 21. The cause of this leak was due to tree roots growing around the main. Currently there is an additional 6-7 gpm loss, leak detection and isolation is in process.

  • Approximately 14 residences experienced burst pipes during and after the freeze, beginning on December 29, and we continue to hear about newly discovered damage as owners return to their homes. Major water loss and depletion of our water storage tanks was averted by monitoring new meter usage constantly. This saved our water storage and minimized water damage to property.

  • The Clubhouse also had a burst pipe and is pending repair. As such the Clubhouse is closed (normal for the off-season) until water service can be restored.

  • The Operations Shop door was replaced by a metal frame/door by Nick Kluge on January 22. This is to increase security after the previous wooden door/frame was pried open by a burglar on March 3, 2021.

November 16-December 6, 2021 Operations Report

During this period:

  • Water treatment was offline from November 16-20 while stormwater runoff conditions created high turbidity in the reservoir. Treatment resumed on November 21 after confirming the treatment plant could produce clean and healthy water. Since November 21 treated water has been well within turbidity standards and no boil water advisory was needed. There was a brief turbidity spike on November 15 which will result in a turbidity violation notice for November.

  • Removed kayaks and skiff from the Clubhouse beach area, moved to the boat trailer parking area.

  • Coordinated with Public Works with a plan to stop flow of Aiston Creek at Holiday Lake Dam. This was to enable the road crew to clear the culvert at Beach Ave and Aiston Creek Dr. The road crew was able to clear the culvert on December 6 without stopping the creek.

October 24-November 15, 2021 Operations Report

During this period:

  • Water use status returned to “Normal” October 31 as reservoir levels increased to historical levels.

  • Replacement blowoff valve at the Holiday Lake dam spillway on November 11.

  • Keith Doran, Arborist removed three trees, including a large tree growing in the Holiday Lake Dam as required by DOE Dam Safety, and also chipped piles from fallen trees at various locations on November 11.

  • November 15 presented multiple emergencies due to heavy rains:

    • The Dickenson Lake reservoir level increased 3 feet in 24 hours, and the Holiday Lake Dam reached maximum overflow. .

    • The storm runoff into the lakes resulted in very turbid water. The treatment plant was not able to reduce turbidity to drinking water standards. Until the lakes settle out, no water treatment will happen. There is enough storage of water in the tanks to supply the system for days. We have asked all water users to conserve until we can treat water again.

    • At Beach Ave between Aiston Creek Drive and Cedar Ave the road washed out, exposing and breaking a water main. This caused an estimated 80 gallon per minute leak until that section of the main was valved off. Three residential connections are without water service until we can safely access and repair the broken main.

    • A power outage and related road closure on Seacrest mid-morning cut off all vehicle access to the north end of the island.

  • The small docks broke free on September 17. The docks were secured to a mooring buoy that day during stormy conditions and were moved to drydock on September 18 with the help of members Nick Kluge and Guy Brooks.

  • Large docks were removed on October 11. The dock system was damaged at multiple locations due to the September 17 event.

  • The water treatment main pump relay was replaced on October 15 by PMG Controls.

  • The pressure reducing valve near 3058 Hales Passage was replaced by RAM Construction on October 18, while Kevin and Isaac replaced a leaking blow-off valve at 1221 Scenic Ave.

Coming up:

  • The Operations Shop metal door and frame will arrive soon and be installed as soon as possible.

  • New finished water turbidimeter has been tested and is operational.

  • Vertical profiling and water samples with a WWU student began August 17, continuing twice per month into autumn. Analysis of organics in the water will be performed at the WWU lab.

  • Changed depth of reservoir pump for optimum source water conditions.

  • New signage at the lake area and marina was installed.

  • Water usage loss is much lower than during the main break ending in July. The unaccounted for water (loss) for August indicates cumulative leaks at valves in the distribution system that need to be replaced.

Coming up:

  • Marina docks to be completely removed by October 11, weather permitting. Small docks may be removed after the end of September if equipment is available on the island during dry dock..

During this period:

  • The major ongoing leak was located on Mt Vista Drive and was repaired on July 13. On July 20 we quickly identified another line break on Beach Ave and fixed that in the same day. Overnight usage minimum (an indicator of water loss/leaks in the water system) continues to be very low, usually 1 gallon per minute.

  • The treatment plant continues to produce excellent water with low turbidity levels.

  • Dept. of Ecology visited on July 22 for the 5-year inspection of the Dickenson Lake Dam and the Holiday Lake Dam.

  • Repaired hot water heater at Cabana.

  • Reservoir levels in Dickenson Lake continue to track to be at a height normally seen one month later (early-September level).

Coming up:

  • WWU students will begin helping with vertical profile samples in the reservoir beginning the week of August 16.

During this period:

  • Our major on-going leak has finally been identified on Mt. Vista Drive after extensive

    investigation since the beginning of June. Dave Olsen with Water System Services

    helped locate the general area with an amplified geophone on July 8. We hope to

    excavate the water main as soon as utilities are located this week.

  • The treatment plant continues to produce excellent water with low turbidity levels.

  • Clubhouse water service replacement is complete and Clubhouse will be available for

    member use this week.

  • Pump-back pump replaced June 25 by PMG Controls. New pump automatically

    starts/stops based on level in the well, instead of a manual switch

  • The small dock retaining ring broke in an overnight windstorm on June 30 and was

    replaced by Chris Immer, who also fabricated another reserve ring. Chris also installed a

    new anchor rope on the end of the small docks on July 3.

During this period:

  • Turbidity levels have stayed below violation levels from May 12, and continue to present.

  • New water line installed at Clubhouse, connection to the main is pending. Currently no water service at Clubhouse and a portable toilet has been placed at the Marina until restrooms are available again.

  • Docks were launched on May 28.

  • At the beginning of June, overnight water flow (indicating water loss) increased to 10 gallons per minute and has gradually increased to 16 gpm (approximately 23,000 gallons per day) at the time of this report. The flow has been isolated to Hales Passage somewhere between Scenic Place and Scenic Avenue. Locating the main break has been a challenge after probing the area and excavating the water line in various locations.

Coming up:

  • Locating and repair of the water main break is the priority at this time

  • Complete Clubhouse water line replacement

  • Insurance risk manager toured facilities with Cash, William, and Isaac on February 25. His report is expected by the end of March.

  • Review of meter usage for any frozen/stalled meters. No dysfunctional meters identified.

  • Maintenance Shop burglary on evening of March 3, with theft of grounds keeping equipment. Security cameras helped identify the vehicle, and a police report was filed.

  • Cleanup of Clubhouse basement and blocking of access points for otters. Clean Crawl completed sanitary cleanup and replaced insulation in the basement on March 15.

  • Cabana septic tank lid excavated and prepared for riser installation and inspection.

  • 5 year water production and usage history provided to Wilson Engineering for System Capacity Analysis.

  • Isaac passed the Cross Connection Specialist exam.

  • Wilson Engineering has initiated the System Capacity Analysis as part of the

    requirements for permitting a new water treatment plant. Staff is collecting a 5-year

    history of usage records for this analysis.

  • Turbidity issues have returned, reaching possible violation level on November 29 and continuing to present.

  • We are now recording daily levels and turbidity at 2 foot depth in the reservoir to monitor any correlation with finished turbidity issues. During this period air bubbles in the raw water line from the reservoir stopped on December 5 at a level of 2 feet, 8 inches below overflow. 

  • Lab samples are now being processed at Exact Scientific.

  • Isaac attended Small Water System Management Program training November 9-10.

  • Wifi extender installed at the treatment plant.

Coming up:

  • UVT meter has arrived and will be installed as soon as possible.

  • Isaac will attend Cross Connection Control exam training on February 3-4, 2021.
